BACKGROUND

 

The U.S. Department of Housing and Urban Development (HUD) administers the HOPWA Program to provide housing for persons with human immunodeficiency virus/acquired immunodeficiency syndrome (HIV/AIDS). The HOPWA Program includes both formula entitlement grants and competitive grants.

 

In 2006, the City of Dallas was awarded a three-year FY2006 HOPWA Competitive Grant from HUD to provide housing placement and rental assistance for ex-offenders on parole and living HIV/AIDS. The HOPWA Competitive Grant has been renewed by HUD approximately every three years since that time, with the City’s Fresh Start Housing Program receiving the HOPWA Competitive Grant and providing housing and other services continuously since 2007.

 

On July 1, 2025, the Office of Housing and Community Empowerment submitted a grant application for three-year FY26 HOPWA Competitive Grant funds to continue the Fresh Start Housing Program for an additional three years for housing activities and other services, as allowed by HUD. HUD has approved the application and awarded the City of Dallas an amount not to exceed $780,129.00.

 

Through the Fresh Start Housing Program, the City will pay housing placement costs for new clients and ongoing monthly rental assistance for a total of 21 non-violent ex-offenders who are justice-impacted and living with HIV/AIDS. The grant funds will continue to fund one part-time housing case manager located at the Martin Luther King, Jr. Community Center. There are no matching requirements for the grant.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On August 9, 2006, the City Council authorized acceptance of a Competitive Housing Opportunities for Persons with AIDS grant (Grant No. TX-H060016) from HUD to provide housing placement and rental assistance for ex-offenders with HIV/AIDS through Project Reconnect for the period October 1, 2006 through September 30, 2009, by Resolution No. 06-2027.

 

On September 23, 2009, the City Council authorized acceptance of a grant (Grant No. TXH090024) from HUD to provide housing placement and rental assistance for ex-offenders with HIV/AIDS through Project Reconnect for the period January 1, 2010 through December 31, 2012, by Resolution No. 09-2300.

 

On May 9, 2012, the City Council authorized acceptance of a grant (Grant No. TXH120026) from HUD to provide housing placement and rental assistance for ex-offenders with HIV/AIDS through Project Reconnect for the period January 1, 2013 through December 31, 2015, by Resolution No. 12-1258.

 

On June 17, 2015, the City Council authorized an amendment to extend the term of the HOPWA competitive grant agreement (Grant No. TX-H120026), providing housing placement and rental assistance for ex-offenders living with HIV/SIDS, for nine months from the original term ending on December 31, 2015 to September 30, 2016, with no change in the grant amount by, Resolution No. 15-1149.

 

On August 24, 2016, the City Council authorized acceptance of a grant (Grant No. TXH160005, CFDA No. 14.241) from HUD to provide housing placement, rental assistance, and supportive services for ex-offenders on parole with HIV/AIDS for the period October 1, 2016 through September 30, 2019, by Resolution No. 16-1327.

 

On September 11, 2019, the City Council authorized acceptance of a grant (Grant No. TXH190007, CFDA No. 14.241) from HUD to provide housing placement, rental assistance, and supportive services for ex-offenders on parole with HIV/AIDS for the period October 1, 2019 through September 30, 2022, by Resolution No. 19-1397.

 

On October 12, 2022, the City Council authorized acceptance of a grant (Grant No. TXH220003, CFDA No. 14.241) from HUD to provide housing placement, rental assistance, and supportive services for ex-offenders on parole with HIV/AIDS for the period October 1, 2022, through September 30, 2025, by Resolution No. 22-1543.
