body
BACKGROUND
On August 30, 2018, and August 27, 2020, the Texas Transportation Commission passed minute orders 115291 and 115814, respectively, authorizing the State to undertake and complete a highway improvement or other transportation project generally described as bridge widening improvements. On March 24, 2021, City Council authorized an Advanced Funding Agreement (AFA) with Texas Department of Transportation (TxDOT) for the portion of the project work identified as the construction on the bridge over IH 20 at Bonnie View Road, including bridge widening to add turn lanes, sidewalk and approach roadway improvements as well as the replacement of traffic signals on Bonnie View Road in the City of Dallas by Resolution No. 21-0495.
This project is an on-system project being constructed by TxDOT. The project is federally funded through a Surface Transportation Block Grant and the required match was paid by TxDOT. Although this is a TxDOT project, because the City initiated the request for the project, the City agreed to pay any cost overruns or change orders.
State and federal funding approved for this project totals $2,718,645.00 and the engineer’s cost estimate was $2,481,972.00. Prior to construction starting on the project it was determined that additional Concrete Traffic Barrier (CTB) was required for work zone protection along the Eastbound and Westbound main lanes of IH 20.
The plans initially only accounted for 360 linear feet of CTB along the Bonnie View Bridge for Phase 1 and 2 work for the bridge demo and widening work. The plans also noted removing guardrail along the main lanes to allow for construction of the bridge widening substructure elements. In order to safely complete the bridge widening work while protecting the traveling public and workers it was determined an additional 2,040 linear feet of CTB would be needed for placement along the shoulder edges and median. This will also require 3 additional Crash Cushion Attenuators to protect the blunt ends of the CTB.
Due to the added safety measures needed, per the AFA, the City is responsible for the change order in an amount not to exceed $162,600.00.
This action will authorize payment in the amount of $162,600.00 for Change Order No. 1 to the Advanced Funding Agreement with TxDOT for additional quantities needed for required safety measures for the IH 20 and Bonnie View bridge widening project.
