BACKGROUND

 

On May 22, 2024, the City Council adopted the On-Street Parking and Curb Management Policy and authorized demand-based pricing for standard hourly parking. However, current regulations do not provide explicit authority for event-specific parking rates. This limitation reduces the City’s ability to respond to significant surges in parking demand during major events, resulting in increased congestion, inefficient curb utilization, lost revenue, and higher operational costs.:

 

This amendment implements a strategy identified under Objective 2 of the Policy, which seeks to increase access to businesses in mixed-use and commercial districts by promoting adequate turnover of on-street parking. Specifically, Action 5.6 calls for identifying areas where event parking rates can be implemented.

 

This amendment is intended to establish a framework for event-based parking pricing to better manage demand during major events by:

 

1)                     Adding definition for “Event” setting a minimum threshold of 10,000 projected attendees to activate event parking rates.

 

2)                     Adding definition for “Event Parking Rate,” establishing the hours during which such rates apply, beginning two hours before the advertised event start time and ending two hours after the event concludes.

 

3)                     Establishing event parking rates as a separate pricing category from standard parking rates. This involves establishing policy guidance within the code tied to the goal of maintaining one or two open parking spaces on each block face in areas with high demand during major events. This is accomplished by:

 

a.                     Defining the rate structure:

 

i.                     Initial event parking rates will be based on the standard parking rate

 

ii.                     Establishing a minimum and maximum parking Event rate in the code: minimum hourly rate of $3.00 and a maximum hourly rate of $10.00.

 

b.                     Giving the Director of Transportation and Public Works the authority to set and adjust event parking rates.

 

4)                     Extend authority to the Director of Transportation and Public Works to set event-specific rates for City-owned surface parking lots to ensure consistency with market practices and improve demand management. Rates will range from $15.00 per vehicle to $20.00 per vehicle.

 

5)                     Add two City-owned parking lots previously excluded from the code due to prior agreements with third parties, thereby granting the City authority to establish and charge both standard and event-specific parking rates at the locations located at 1206 and 1210 Corbin Street and 2600 Ross Avenue.

 

Rates become effective June 10, 2026 and apply during designated major events.
