Authorize (1) a construction services contract for the construction of landscape enhancements for U.S. Highway 67 (U.S. 67) at Camp Wisdom Road Project (CSJ No. 0261-03-070, Assistance Listing No. 20.205) - Central North Construction, lowest responsible bidder of two in the amount of $404,859.00; (2) the establishment of appropriations in an amount not to exceed $420,000.00 in the U.S. 67 at Camp Wisdom Rd, TxDOT Green Ribbon Project Fund; and (3) the receipt and deposit of funds in an amount not to exceed $420,000.00 in the U.S. 67 at Camp Wisdom Rd, TxDOT Green Ribbon Project Fund - Not to exceed $424,859.00 - Financing: Internal Service Bond Program Administration Fund ($4,859.00) and U.S. 67 at Camp Wisdom Rd, TxDOT Green Ribbon Project Fund ($420,000.00)

BACKGROUND
On January 11, 2023, the City Council authorized an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) (CSJ No. 0261-03-070, CFDA No. 20.205), for the Green Ribbon Program Project to provide landscape planting and irrigation improvements along U.S. Highway 67 at Camp Wisdom Road. TxDOT will reimburse the City $320,000.00 in federal funding and $80,000.00 in state funding for construction costs. TxDOT will also reimburse the City $20,000.00 in state funding for construction management costs associated with this project.
This action will authorize a construction services contract with Central North Construction, LLC for the construction of one Landscape Enhancement Project as Landscape Enhancements U.S. 67 at Camp Wisdom Road Project (CSJ No. 0261-03-070).
The Landscape Enhancements U.S. 67 at Camp Wisdom Road Project is a partnership project between the City of Dallas and TxDOT. The City is the lead agency responsible for administering the construction of the project.
The scope will consist of the construction of landscape enhancements such as constructing new plantings areas with mow strips, preparation and cleaning of existing landscape areas, tree, shrub, and ornamental grass planting. Installation of new irrigation systems, complete in place, will also be part of the project. The project will also involve a landscape maintenance period. The total estimated construction cost of the project is $404,859.00, of which $320,000.00 is to be reimbursed by federal funds and $80,000.00 is to be reimbursed by state funds through TxDOT and the remaining $4,859.00 is to be funded by the City of Dallas (Internal Service Fund). Construction management costs will also be reimbursed in the amount of $20,000.00 by state funds through TxDOT. The City will be responsible for any cost overruns.

Central North Construction, LLC is located in Allen, Texas and is a registered vendor with the City of Dallas.
Central North Construction has had no contractual activities with the City of Dallas for the past three years.
If this construction contract is not approved at this time, it will delay the implementation of the project and jeopardize the federal and state funds that have been allocated. It will be unfeasible for the City to proceed with this project without federal and state funding.
