BACKGROUND

 

The City of Dallas was awarded a grant of $10.9 million from the 2021 Highway Safety Improvement Program administered by TxDOT to upgrade 21 high accident intersections. Upgrades will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.

 

The City is responsible for design of the traffic signals with an estimated cost burden of $206,666.68 and is responsible for 100% of direct state costs to be paid to TxDOT in the amount of $154,056.96. TxDOT is responsible for bidding the construction package, administration of 100% of the federal funds for construction in an estimated amount of $1,649,419.00, and indirect state costs in an estimated amount of $87,793.47. The total estimated project cost is $2,097,936.11.

 

Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract (QCT) areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

 

The current item is for four of the 21 high accident intersections awarded in 2021.

                     Gaston Avenue at Haskell Avenue (CSJ No. 0918-47-348), (CD 2, 14)

                     Peavy Road at Oates Drive (CSJ No. 0918-47-351), (CD 2)

                     Lake June Road at Pleasant Drive (CSJ No. 0918-47-349), (CD 5)

                     McKinney Avenue at Routh Street (CSJ No. 0918-47-424), (CD 14)

 

This action will authorize local participation in the amount of $154,056.96 to be disbursed to TxDOT.

 

Any change orders or overruns are the responsibility of the City of Dallas.

 

Construction of the traffic signals is scheduled to begin in FY 2024.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act (ARPA) funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.

 

On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.

 

On May 24, 2023, the City Council authorized a professional design services contract with HDR Engineering, Inc. for traffic signal design services for the following six intersections: Gaston Avenue and Haskell Avenue; Oates Drive and Peavy Road; Lake June Road and Pleasant Drive; Ledbetter Drive and Veterans Drive; Buckner Boulevard and Hume Drive; McKinney Avenue and Routh Street; and other related tasks, in an amount not to exceed $290,868.75, by Resolution No. 23-0703.
