Title
Authorize the (1) acceptance of a grant from the U.S. Department of Housing and Urban Development (HUD) for the FY2024 Community Project Funding Grant (Grant No B-24-CP-TX-2170) in the amount of $1,000,000.00 to support enhancements and facility improvements at the West Dallas Multipurpose Center through August 31, 2032; (2) receipt and deposit of funds in an amount not to exceed $1,000,000.00 in the FY24 Community Project Funding - West Dallas Multipurpose Center Enhancements Fund; (3) establishment of appropriations in an amount not to exceed $1,000,000.00 in the FY24 Community Project Funding - West Dallas Multipurpose Center Enhancements Fund; and (4) execution of the grant agreement with HUD and all terms, conditions, documents required by the agreement - Not to exceed $1,000,000.00 - Financing: FY24 Community Project Funding-West Dallas Multipurpose Center Enhancements Fund

BACKGROUND
The U.S. Department of Housing and Urban Development’s Community Project Funding (CPF) grants, funded through the FY2024 Consolidated Appropriations Act, support congressionally directed community projects identified by Members of Congress for inclusion in HUD’s appropriations. The City of Dallas has been awarded $1,000,000.00 under Grant No. B-24-CP-TX-2170 to carry out the West Dallas Multipurpose Center Enhancement Project, as documented in HUD’s FY2024 CPF Grant Award Letter and the executed Grant Agreement.
This project is a facility improvement and community development initiative focused on modernizing and enhancing the West Dallas Multipurpose Center. As authorized in the FY2024 CPF Grant Agreement, federal funds may be used for project-specific administrative, planning, operations and maintenance, and capital improvement costs necessary to complete the activities described in the approved project scope.
Planned improvements will support WDMPC’s role as a community services hub, including facility upgrades, reconfiguration of existing spaces, and enhanced connectivity between WDMPC and the West Dallas Library. These activities are allowable as rehabilitation, renovation, and facility improvement costs under the FY2024 CPF program when consistent with 2 CFR Part 200 and the grant agreement’s eligible cost provisions.
In addition to interior modernization, the CPF award permits the City to undertake planning and pre-development activities, including architectural, engineering, environmental, and other necessary professional services, for either an expansion of an existing building or the construction of a new facility. The grant agreement expressly allows planning and soft costs that are reasonable, necessary, and allocable to the approved project and incurred after March 9, 2024, subject to environmental review and federal requirements.
Professional services needed to plan, design, and implement these improvements may be procured in accordance with the City’s standard procurement procedures, provided all procurement complies with 2 CFR Part 200 and the requirements set forth in the HUD grant agreement.
The performance period for this grant extends from the effective date of the award through August 31, 2032.
