Authorize a professional services contract with SmithGroup, Inc. for architectural and engineering services for the discovery / scope-to-budget assessment investigation of existing conditions, schematic design, design development, construction documents, bidding and negotiation, and construction administration for the Campbell Green Recreation Center Renovation and Expansion Project located at 16600 Park Hill Drive - Not to exceed $895,993.00 - Financing: Park and Recreation Facilities (B) Fund (2017 General Obligation Bond Fund)

BACKGROUND
On January 26, 2023, the City of Dallas advertised the Request for Qualifications for engineering, architectural and landscape architecture consulting services for the 2017 Capital Improvements Projects. In response to this advertisement, the Office of Procurement Services received submittals from 26 interested architecture firms on March 3, 2023.
In July 2023, the Park & Recreation Department, Planning and Design Selection Committee evaluated and ranked the 26 firms based on their qualifications for various bond projects. On June 19, 2024, the Planning and Design Division Facilities Group sent a Request for Proposal for Architectural and Engineering Services for the Campbell Green Recreation Center Renovation project to the top 26 interested architecture firms. In response to this request, the Planning and Design Division received 9 submittals on July 5, 2024.
On July 24, 2024, the Selection Committee’s evaluation scores resulted in exceptionally close scores which prompted the Park & Recreation Department, Planning and Design Division to shortlist the top four ranked firms to conduct interviews in August 2024. On August 28, 2024, the selection committee specific to this project ascertained that the SmithGroup, Inc. was the most qualified proposer for this project.

This professional services contract will assess the condition of the existing facility and prioritize the following needs: site and facility assessment, develop architectural program, renovation and expansion plan, site development plan featuring a connector walkway between the center and playground / spray-ground areas, new interior finishes plan, kitchen upgrades, multi-purpose community room upgrades, manager’s office upgrades, staff break room enlargement / upgrades, exercise room enlargement / upgrades, lobby / reception relocation with new amenities, fitness room enlargement and improvements, Americans with Disabilities Act upgrades at restrooms, kitchen and break room, mechanical upgrades, electrical upgrades, new lighting, and architectural envelope finish improvements for the Campbell Green Recreation Center Renovation and Expansion Project.
