BACKGROUND
The East Side Water Treatment Plant (ESWTP), located at 405 Long Creek Road, Sunnyvale, Texas, was originally constructed in the 1960s. With a treatment capacity of 440 million gallons per day, it is the largest of three water treatment plants serving Dallas Water Utilities customers. Residuals management at the plant has long presented operational challenges due to aging infrastructure and increasing solids loading from updated plant processes.
Since the early 1990s, the ESWTP has primarily used a system of five on-site lagoons for residual management. However, a 2019 residuals project indicated that the remaining useful lagoon capacity would be reached by 2025. To address this limited capacity, the ESWTP Residuals Handling Improvements, Phase I project was awarded in 2021, which included construction of two new lagoons and a permanent structural concrete dewatering pad, along with plant drain modifications to separate residual streams, and extend lagoon life. Settling basin blowdown was redirected to the new lagoons, while filter backwash continued to the existing lagoons.
The next phase of improvement involves the existing lagoon embankments. Since the lagoons are hydraulically connected they cannot be isolated for maintenance or operational adjustments. To provide the operational flexibility identified in the Water Productions Strategic Plan, Phase II of the residuals handling improvement program will include installation of a new 48-inch diameter residuals bypass pipeline. This will allow shutdown and improvements to the existing lagoon system, while also supporting future recycling of the waste streams generated by filter backwash operations.
This action will authorize a construction services contract with CLW Water Group, LLC, for the East Side Water Treatment Plant Residuals Handling Project, Phase II. The project includes installation of a new 48-inch diameter residuals bypass pipeline, expansion of the existing residual pump station, installation of valves and electrical equipment, and upgrades to existing electrical, water, and control system necessary for the integration of the new infrastructure. Improvements will also include replacement of baffle walls, cleaning of accumulated solids, disinfection of clearwells, and modifications to the existing hydrogen peroxide system. These improvements are intended to enhance water quality, increase operational reliability, and improve the long-term functionality of the ESWTP residuals and clearwell systems.
