BACKGROUND

 

On July 9, 2025, the City advertised a Request for Competitive Sealed Proposal (RFCSP) for the construction of the Forest Audelia Recreation Center Project with bids due August 22, 2025. An in-person pre-proposal conference was held on July 23, 2025, with 41 proposers in attendance.

 

In response to the advertisement, the Office of Procurement Services received submittals from nineteen firms on August 29, 2025. The bid procurement process complied with the City’s Administrative Directive 4-05: Contracting Policy, Section 10 Procurement Processes.

 

The Forest Audelia Recreation Center Project is the renovation of an existing retail mall building into a new 10,000 square foot recreation center that will serve the Forest Audelia Community. The new recreation center will include 3 multi-purpose rooms, a kitchen, an activity room, a public safety office, a tech center, fitness room and boxing gym. This facility will also have access to an existing boxing gym that will be integrated into the new recreation center.

 

This action will authorize a construction services contract with SCI Construction, Ltd., best value proposer of nineteen, for the construction of the Forest Audelia Recreation Center.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 2, 2022, the TIF Board recommended transferring $5,551,590.00 in Skillman Corridor TIF District funds to the Park and Recreation Department to support the design and construction of a new City park and multi-purpose facility at the northwest corner of Forest Lane and Audelia Road (the "Forest/Audelia Project").

 

On March 8, 2023, the City Council approved the transfer of funds by Resolution No. 23-0372.

 

On January 22, 2026, the Park and Recreation Board approved a construction services contract with SCI Construction, Ltd., best value proposer of nineteen, for the construction of the Forest Audelia Recreation Center Project, located at 9759 Forest Lane.

PROCUREMENT INFORMATION

 

Proposals based on the RFCSP procurement process are evaluated on pre-set criteria which include qualifications of the prime contractor, subcontractor experience, cost, construction amount and schedule ratings, which are based on mathematical formulas, with the best price and best schedule being given the highest scores. Ratings “0” to “10” are given for each criterion with “10” being the best rating. These ratings are multiplied by the weighting to obtain the score for each criterion.
