Authorize Supplement Agreement No. 2 to exercise the second of two, one-year renewal options to the service contracts with Harmony Community Development Corporation in an amount not to exceed $65,000.00, from $195,000.00 to $260,000.00, Catholic Charities of Dallas, Inc. in an amount not to exceed $120,000.00, from $240,000.00 to $360,000.00, First Presbyterian Church of Dallas dba The Stewpot in an amount not to exceed $70,000.00, from $140,000.00 to $210,000.00 for homeless diversion services for persons experiencing homelessness for the Office of Housing and Community Empowerment - Total not to exceed $255,000.00, from $575,000.00 to $830,000.00 - Financing: General Fund (subject to appropriations)

BACKGROUND
This program was solicited in 2024, for one-year with two-one year renewal options and awarded to Harmony Community Development Corporation, Catholic Charities of Dallas, Inc., and First Presbyterian Church of Dallas dba The Stewpot.
On October 1, 2025, the Office of Homeless Solutions (“OHS”), Office of Community Care and Empowerment (“OCCE”), the Department of Housing and Community Development (“DHCD”), and the Office of Equity and Inclusion (“OEI”) were merged into one new office now known as the Office of Housing and Community Empowerment (“OHCE”). OHCE administers all contracts previously managed by OHS, OCCE, DHCD, and OEI.
The purpose of these service contracts are to establish services for a specific term, which are ordered on an as needed basis. The contracts will provide for short-term assistance to households that are experiencing homelessness for the OHCE. The organizations will qualify households that are facing obstacles to obtain or maintain housing. Short-term assistance can be provided in a variety of methods such as, but not limited to utility assistance, rental/utility arrears, transportation, work related assistance and document generation, including but not limited to social security cards and other identity.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 11, 2024, the City Council authorized service contracts for a term of one year from October 1, 2024 to September 30, 2025, with two one-year renewal options for homeless diversion services for persons experiencing homelessness with Harmony Community Development Corporation, Catholic Charities of Dallas, Inc., and First Presbyterian Church of Dallas dba The Stewpot by Resolution No. 24-1293.
On September 24,2025, the City Council authorized execution of Supplemental Agreement No.1 to the services contract to exercise the first of two, one-year renewal options for homeless diversion services for persons experiencing homelessness with Harmony Community Development Corporation, Catholic Charities of Dallas, Inc., and First Presbyterian Church of Dallas dba The Stewpot by Resolution No. 25-1527.
