Authorize an increase in the construction services contract with Estrada Concrete Company, LLC for the additional barrier free ramp and sidewalk improvements needed for the 2024 Barrier Free Ramp Improvements along Dallas Area Rapid Transit (DART) Bus Routes - Not to exceed $980,000.00, from $38,386,700.00 to $39,366,700.00 - Financing: DART Transportation Projects Fund

BACKGROUND
On June 14, 2023, the City Council authorized an ILA with DART for the distribution of up to $80,000,000.00 in funding from DART which consists of the City’s portion of (i) excess sales tax funds from DART of $72,000,000.00 and (ii) additional RTC funds of approximately $8,000,000.00, all to be used to complete projects eligible for this funding that will benefit DART’s Public Transportation System or provide Complementary Transportation Services located in Dallas by Resolution No. 23-0822.
On February 16, 2024, two bids were received for the 2024 Barrier Free Ramp Improvements along DART Bus Routes, Estrada Concrete Company, LLC was selected as the lowest responsible bidder.
On March 27, 2024, the City Council authorized a twenty-two-month contract with Estrada Concrete Company, LLC, for the 2024 Barrier Free Ramp Improvements along DART Bus Routes that includes water and wastewater adjustments at various locations throughout the City, in an amount not to exceed $33,848,975.00, by Resolution No. 24-0458.
On October 1, 2024, Administrative Action No. 24-0829 authorized Change Order No. 1 to the construction services contract with Estrada Concrete Company, LLC to add several bid items necessary for the construction of barrier free ramps and the construction of a reinforced concrete bus stop, in an amount not to exceed $93,270.00, increasing the contract amount from $33,848,975.00 to $33,942,245.
On September 10, 2025, the City Council authorized an increase in the construction services contract with Estrada Concrete Company, LLC (Change Order No. 2) for the additional barrier free ramp and sidewalk improvements, in an amount not to exceed $4,444,455.00, increasing the contract amount from $33,942,245.00 to $38,386,700.00, by Resolution No. 25-1446.
On March 24, 2026, Administrative Action No. 26-0095 authorized Change Order No. 3 to the construction services contract with Estrada Concrete Company, LLC to extend the contract term for an additional seven months to allow time for additional sidewalk and barrier free ramp improvements citywide, with zero costs, having no effect on the contract amount.
This action will authorize Change Order No. 4 to the construction services contract with Estrada Concrete Company, LLC for the additional barrier free ramp and sidewalk improvements needed for the 2024 Barrier Free Ramp Improvements along DART Bus Routes, in an amount not to exceed $980,000.00, from $38,386,700.00 to $39,366,700.00.
