A resolution authorizing (1) a joint election agreement and election services contract between the City of Dallas, Dallas County, and various other jurisdictions within Dallas County, for the conduct of a joint election to be held on Saturday, May 6, 2023, in an amount not to exceed $975,862.95; (2) legal advertising in connection with the Saturday, May 6, 2023 General Election, in an amount not to exceed $150,000.00; and (3) $300.00 for translation services for publication and posting notices related to the election - Not to exceed $1,126,162.95 - Financing: General Fund

BACKGROUND
Subchapter D of Chapter 31 of the Texas Election Code provides that the City may contract with the county elections administrator for certain election services. Chapter 271 of the Texas Election Code provides that the City may enter into an agreement with other political jurisdictions that may be conducting elections on the same day in election precincts that can be served by common polling places.
The City of Dallas, Dallas County, and other Dallas County political jurisdictions will conduct elections on Saturday, May 6, 2023. This action authorizes the City to hold the election jointly with jurisdictions that share common polling places and contract with the Dallas County Elections Department for election services, including the selection, training and compensation of precinct election judges, subject to the approval of the City and the other contracting authorities. For any election held, political jurisdictions are required to use only county polling places. Therefore, the City may only contract with Dallas County Elections Department to handle only those polling places that are within their county.
Chapter IV, Section 11 of the Dallas City Charter states, in part, “If no candidate for a particular office receives a majority of the votes cast for all candidates for that office in the first election, a runoff election for that office is required.” In the event a runoff election is necessary, the Elections Administrator will provide the City Secretary with an itemized list of additional estimated election expenses which will be presented for city council approval at a future date.
