Title
Authorize one-year subrecipient agreement(s), with two one-year renewal options, contingent on available funding, with a term beginning on October 1, 2025, approved as to form by the City Attorney, with subrecipients for Housing Opportunities for Persons with AIDS (HOPWA) programs as follows: (a) Health Services of North Texas, Inc. for Emergency/Tenant Based Rental Assistance in total contract amount not to exceed $863,225.00; (b) Legacy Counseling Center, Inc. for Facility Based Housing Services in a total contract amount not to exceed $240,429.00; (c) Legacy Counseling Center, Inc. for Master Leasing Services in a total contract amount not to exceed $693,031.00; (d) Legacy Counseling Center, Inc. for Housing Information Services in a total contract amount not to exceed $147,980.00; (e) PWA Coalition of Dallas, Inc. dba AIDS Services of Dallas for Emergency/Tenant Based Rental Assistance in a total contract amount not to exceed $260,810.00; (f) PWA Coalition of Dallas, Inc. dba AIDS Services of Dallas for Facility Based Housing Services in a total contract amount not to exceed $1,624,273.00; and (g) PWA Coalition of Dallas, Inc. dba AIDS Services of Dallas for Master Leasing and Emergency Voucher Services in a total contract amount not to exceed $336,790.00 - Total not to exceed $4,166,538.00 - Financing: FY 2024-25 Housing Opportunities for Persons with AIDS Grant Fund ($22,713.00) and FY 2025-26 Housing Opportunities for Persons with AIDS Grant Fund ($4,143,825.00)

BACKGROUND
The City of Dallas has applied for and received Housing Opportunities for Persons with AIDS (HOPWA) Funds since 1993 to support eligible activities within the Dallas Eligible Metropolitan Statistical Area (Dallas EMSA) which includes the counties of Dallas, Collin, Denton, Ellis, Hunt, Kaufman, and Rockwall. HOPWA Grant Funds are to assist grantees in meeting the housing needs of low-income persons with human immunodeficiency virus (HIV)/acquired immunodeficiency syndrome (AIDS) and HIV-related illness and their families.
On July 10, 2025, the City of Dallas Office of Community Care and Empowerment advertised a Notice of Funding Availability (NOFA) (OCC-2025-00028249) for HOPWA programs serving low-income persons living with HIV in the Dallas EMSA, consisting of (1) Emergency/Tenant Based Rental Assistance; (2) Facility Based Housing; (3) Master Leasing; (4) Emergency Vouchers; (5) Housing Placement and Other Support Services; and (6) Housing Information Services. The applications were opened on August 1, 2025. Three organizations submitted applications and are recommended for contract awards.
Contract awards will be funded through FY 2025-26 HOPWA Grant Funds. However, because HOPWA Grant Funds may be expended for eligible purposes within three years of U.S. Department of Housing and Urban Development (HUD)’s award, a small amount of remaining FY 2024-25 funds is also included in this year’s awards.
On June 12, 2024, the City Council adopted the FY 2024-25 HUD Consolidated Plan Budget for HUD Grant Funds and new Five-Year Consolidated Plan by Resolution No. 24-0873.
On August 6, 2025, the City Council adopted the FY 2025-26 HUD Consolidated Plan Budget for HUD Grant Funds by Resolution No. 25-1185. The FY 2025-26 HUD Consolidated Plan Budget includes HOPWA Grant Funds, which are available beginning October 1, 2025, contingent upon HUD’s approval of the City’s FY 2025-26 Action Plan (which is based on the approved HUD Consolidated Plan Budget, submitted on or about August 15, 2025) and execution of the grant agreements with HUD.
Effective October 1, 2025, the Office of Community Care and Empowerment, the Office of Homeless Solutions, the Office of Equity and Inclusion, and the Department of Housing and Community Development will merge and become the new Office of Housing and Community Empowerment.

On June 12, 2024, the City Council authorized final adoption of the FY 2024-25 HUD Consolidated Plan Budget and Five-Year Consolidated Plan for HUD Grant Funds by Resolution No. 24-0873.
On August 6, 2025, the City Council authorized final adoption of the FY 2025-26 HUD Consolidated Plan Budget for HUD Grant funds by Resolution No. 25-1185.
