Authorize a professional engineering services contract with Kimley-Horn and Associates, Inc. to provide three traffic corridor studies at the following locations: Skillman Street from Live Oak Street to Northwest Highway, Maple Avenue from Oak Lawn Avenue to Mockingbird Lane, and South Beacon Street/Graham Avenue two-way conversion from Samuell Boulevard to Reiger Avenue - Not to exceed $749,600.00 - Financing: General Fund

BACKGROUND
The Traffic Corridor Studies - Group 3 Project will evaluate traffic safety, traffic operations, and pedestrian accessibility along the following corridors: Skillman Street from Live Oak Street to Northwest Highway, Maple Avenue from Oak Lawn Avenue to Mockingbird Lane, and South Beacon Street/Graham Avenue two-way conversion from Samuell Boulevard to Reiger Avenue.
Skillman Street, Maple Avenue, and South Beacon Street/Graham Avenue have a disproportionately high rate of vehicle crashes. To have the greatest impact on reaching the City’s Vision Zero goal of eliminating traffic fatalities and reducing severe injuries, these streets should be prioritized in Vision Zero efforts. Conducting engineering safety evaluations for these corridors aligns with the federal “Safe System Approach” as noted in the City’s Vision Zero Action Plan and is a crucial step to advancing the City’s Vision Zero goal.
On December 30, 2020, the City of Dallas issued a Request for Qualifications CIZ 1959 for architectural and engineering consulting services and subsequent Request for Proposals to shortlisted firms for Traffic Corridor Studies - Group 1, Group 2, and Group 3. The City received two proposals for the Traffic Corridor Studies - Group 3 Project from interested firms.
Kimley-Horn and Associates, Inc. was selected by the review committee as the most highly qualified proposer to provide professional services for the Traffic Corridor Studies - Group 3 Project.
