Authorize (1) an agreement with the Texas Department of Transportation (TxDOT) through a grant from the U.S. Department of Transportation Federal Highway Administration for the 2020 Highway Safety Improvement Program in the amount of $459,468.06 to provide cost reimbursement for material and labor incurred by the City related to the construction of traffic signal improvements at the following intersections: Audelia Road at Church Road, Ferguson Road at Woodmeadow Parkway, Zang Boulevard at Jefferson Boulevard, Hampton Road at Bickers Street, and Mockingbird Lane at Forest Park Road (Agreement No. CSJ 0918-47-342, etc., CFDA No. 20.205); (2) the establishment of appropriations in the amount of $459,468.06 in the TxDOT HSIP - Five Signals - May 2023 Fund; (3) the receipt and deposit of funds in the amount of $459,468.06 in the TxDOT HSIP - Five Signals - May 2023 Fund; and (4) the disbursement of funds in the amount of $459,468.06 from the TxDOT HSIP - Five Signals - May 2023 Fund - Total amount of $459,468.06 - Financing: Texas Department of Transportation Grant Funds

BACKGROUND
TxDOT is reconstructing five traffic signals and associated off-system intersection improvements at the following intersections: Audelia Road at Church Road, Ferguson Road at Woodmeadow Parkway, Zang Boulevard at Jefferson Boulevard, Hampton Road at Bickers Street, and Mockingbird Lane at Forest Park Road. The traffic signal improvements at the intersections will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.
To remain consistent with other equipment in the City-wide system, the City of Dallas will provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the project. TxDOT will reimburse the City for material and labor costs.

Begin Construction September 2024

On March 8, 2023, the City Council authorized an Advance Funding Agreement with TxDOT in the estimated amount of $2,557,215.48 for a United States Department of Transportation - Federal Highway Administration 2020 Highway Safety Improvement Program Grant (Agreement No. CSJ 0918-47-342, etc., CFDA No. 20.205) in the amount of $2,080,333.00 as Federal participation, $369,303.10 ($194,303.10 for direct state costs paid to TxDOT and an estimated $175,000.00 for design, which is being done by City of Dallas staff) as local participation, and $107,579.38 as State participation for indirect state costs to construct traffic signal improvements at the following intersections: Audelia Road at Church Road (CSJ 0918-47-342), Ferguson Road at Woodmeadow Parkway (CSJ 0918-47-343), Zang Boulevard at Jefferson Boulevard (CSJ 0918-47-344), Hampton Road at Bickers Street (CSJ 0918-47-345) and Mockingbird Lane at Forest Park Road (CSJ 0918-47-346); and the disbursement of funds in an amount not to exceed $194,303.10 to TxDOT from the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 23-0368.
