BACKGROUND

 

The City of Dallas owns and operates two wastewater treatment plants with a combined treatment capacity of 280 million gallons per day. Central Wastewater Treatment Plant (“CWWTP”) is the larger of the two plants, located just south of downtown Dallas. The non-potable water system at CWWTP utilizes treated wastewater for various plant water demands, thereby conserving potable water. Non-potable water is used for filter backwashing, equipment cooling, and mechanical seal water. The current non-potable system consists of a main pump station, storage tank, booster pump station, pipelines, and appurtenances. These facilities have been constructed over the years as CWWTP has grown and treatment needs have changed.

 

On January 12, 2022, the City Council authorized a professional engineering services contract with Lockwood, Andrews & Newnamman, Inc., to provide engineering services required for investigation, preliminary design, development of construction plans and specifications, bid phase services, construction administration and start-up associated with the non-potable water system improvements at the Central Wastewater Treatment Plant.

 

 

 

 

 

 

This Supplemental Agreement No. 1 to that engineering contract will authorize additional professional engineering services, to be provided by Lockwood, Andrews & Newnam, Inc., which are associated with non-potable water system improvements at CWWTP. The additional engineering services will include evaluating alternative locations for the proposed Non-Potable Water (NPW) Pump Station that were determined to reduce project risk and thus reduce cost to the city. In addition, construction plans and specifications will be prepared to include the rehabilitation of approximately 1,700 feet of existing 84-inch diameter non-circular influent piping as part of the future construction contract. This critical pipeline will be cleaned and rehabilitated by inserting and grouting a specially made non-circular pipe into the existing pipeline from the White Rock Pump Station to a point under the south side of Peak Flow Basin B-2. The specially made pipe for insertion into the existing pipeline has already been procured by Dallas Water Utilities.

 

The existing non-potable water system infrastructure has exceeded its useful life and is no longer meeting the needs of the CWWTP, resulting in increased operation and maintenance costs. Supplemental Agreement No. 1 will provide the additional engineering services needed to resolve these stated issues.
