BACKGROUND

 

The Family Gateway North was built in 1988 by Microtel to operate as Candlewood Suites as a transient lodging facility.  Dallas City Council authorized the purchase of this property on December 9, 2020.  The building was renovated to serve as a transitional residency for emergency sheltering, and the management of the property and its programs were contracted by the Office of Homeless Solutions with Family Gateway, Inc. through a facility use agreement, authorized by City Council on August 24, 2022, by Resolution No. 22-0802.

 

The building, a wood framed structure with an exterior finish insulation system (EFIS) facade and composite shingle roofing, was significantly damaged during a severe thunderstorm on May 28, 2024.  During this weather event the roof and interior finishes of the building sustained extensive damage. 

 

A roof assessment, performed by Chamberlin Dallas, LLC, recommended a full-system replacement, which was completed by a work order in October of 2024.  During and after the roofing replacement project, it was determined that continued water intrusion was not solely a result of a failed roofing system.  Upon further evaluation and assessment, water was found to be leaking into the exterior facade through failed sealant joints, inconsistent flashings, and minor cracking in the EFIS facade.  The water intrusion led to deterioration of interior window framing and mold growth on building components.  Testing, containment, and removal of the mold and affected building components, including replacement of deteriorated framing, was performed in various rooms at the facility following prescribed industry and State mold remediation protocols.  However, without proper rehabilitation to the exterior facade water intrusion will continue, resulting in additional environmental and building construction concerns.

 

This action will authorize a work order with Phoenix I Restoration and Construction, Ltd. to perform repairs consisting of sealing joints, flashings, and application of a waterproof coating to the EFIS facade to prevent water intrusion, and replacement of deteriorated framing at the facility under their existing contract for job order contracting services.

On December 9, 2020, the City Council authorized acquisition of approximately 72,032 square feet of commercially improved land for Covid-19 Supportive Housing Project by Resolution No. 20-1946.

 

On August 24, 2022, the City Council authorized a facility use agreement with Family Gateway, Inc. to manage the property and its programs by Resolution No. 22-0802.

 

On March 8, 2023, the City Council authorized a two-year contract, with three one-year renewal options with Phoenix I Restoration and Construction, Ltd. for job order services for minor construction, repairs, alterations, and improvements through the by Resolution No. 23-0355.
