Authorize Supplemental Agreement No. 4 to increase the service contract with Convergint Technologies LLC, for continued maintenance and support for the existing airport access control system at Dallas Love Field for the Department of Aviation - Not to exceed $225,488.41, from $8,047,001.92 to $8,272,490.33 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This Supplemental Agreement will provide for continued maintenance and support for the existing airport access control system at Dallas Love Field for the Department of Aviation. This agreement will provide full maintenance and support for the existing Airport Access Control System (AACS), which includes the closed-circuit television subsystem, security intercom subsystem, video badging/credentialing subsystem (including physical identity and access management, and fingerprint processing components), AACS controlled doors and door hardware, and other components at Dallas Airport Facilities. This contract will also serve as the basis for implementing any future modifications to the existing AACS undertaken throughout the term of this agreement.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract renewal option includes the living wage of $22.05.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 14, 2016, the City Council authorized a five-year service contract, with two two-year renewal options, to provide maintenance and support for the existing airport access control system at Dallas Love Field with Convergint Technologies, LLC by Resolution No. 16-1427.
On September 22, 2021, the City Council authorized Supplemental Agreement No. 1 to exercise the first of two, two-year renewal options to the service contract with Convergint Technologies, LLC to provide maintenance and support for the existing airport access control system for the Department of Aviation by Resolution No. 21-1573.
On February 28, 2024, the City Council authorized Supplemental Agreement No. 2 to exercise the second of two, two-year renewal options, to provide maintenance and support for the existing airport access control system and add an expansion of services to include the maintenance and support of the exit lane system for the Department of Aviation with Convergint Technologies, LLC by Resolution No. 24-0369.
