Authorize Supplemental Agreement No. 3 to the professional services contract with CDM Smith, Inc., to provide additional construction phase engineering services for the rehabilitation of the Jim Miller Pump Station - Not to exceed $284,934.00, from $6,828,134.00 to $7,113,068.00 - Financing: Water Construction Fund

BACKGROUND
The Jim Miller Pump Station located at 5200 Jim Miller Road in Dallas, Texas is one of the largest and most critical pumping facilities in the Dallas Water Utilities potable water distribution system. The twenty-million-gallon reservoir receives and stores water from the East Side Water Treatment Plant and supplies water to central, east, and north Dallas, as well as Pleasant Grove. The pump station was constructed in 1950, the reservoir was added in 1978, and a major expansion of the pump station was constructed in 1985. Much of the equipment in the station dates back to the original construction and is inefficient and expensive to operate and maintain.
On February 14, 2018, the City Council authorized a professional services contract with CDM Smith, Inc. for a comprehensive evaluation of the pump station and reservoir structures, pumps, motors, valves, pipes, electrical gear, instrumentation, and HVAC equipment. The engineering firm made recommendations to bring the station up to current building codes and pump station design standards, with a focus on mitigating surge, increasing efficiency, and extending the service life of the station. These recommendations were compiled into a preliminary design report, with final design and construction phase services to occur under a future supplemental agreement.
On September 23, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with CDM Smith, Inc., for the final design associated with the rehabilitation of the pump station based on the preliminary design and condition assessment. The recommended rehabilitation improvements will bring the station up to current building codes and pump station design standards, mitigate surge, increase efficiency, improve site security, and extend the service life of the pump station and reservoir. Construction phase engineering services were intended to occur under a future supplemental agreement.
On August 10, 2022, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with CDM Smith, Inc. for construction phase engineering services including responding to contractor requests for information, reviewing material submittals, performing engineering inspections, and reviewing contractor requests for change orders for the construction of improvements at the Jim Miller Pump Station. The construction is currently underway and scheduled for completion by late 2025.
This action will authorize Supplemental Agreement No. 3 to the professional services contract with CDM Smith, Inc. to provide additional construction phase engineering services for the construction contract, including responding to contractor requests for information, reviewing material submittals, performing engineering inspections, reviewing contractor requests for change orders, and assistance with pump station startup and equipment commissioning. The engineer’s construction phase services to date have required additional meetings with project stakeholders, additional evaluations and pump reviews, additional requests for information (RFIs), and additional design changes and project coordination beyond the current scope that was included in Supplemental Agreement No. 2. The remainder of the additional work under this supplement includes mechanical, structural, and instrumentation and control integration. Approval of this supplement will ensure construction phase services are included through the completion of construction.

On February 14, 2018, the City Council authorized a professional services contract with CDM Smith, Inc. to provide engineering services for a comprehensive assessment and preliminary design report for the rehabilitation of the Jim Miller Pump Station by Resolution No. 18-0293.
On September 23, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with CDM Smith, Inc. to provide additional engineering services for the rehabilitation of the Jim Miller Pump Station by Resolution No. 20-1474.
On August 10, 2022, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with CDM Smith, Inc. for construction phase services associated with the rehabilitation of the Jim Miller Pump Station by Resolution No. 22-1133.
