Title
An ordinance approving Dallas-Fort Worth International Airport Board Resolution No. 2024-06-155, adopted on June 6, 2024, for the purpose of amending Chapter 3, Chapter 8, and Appendix I of the Code of Rules and Regulations of the Dallas-Fort Worth International Airport Board, as follows: Section 3-19 is amended to prohibit smoking at DFW Airport and provide specific exceptions to the rule; Articles III and IV of Chapter 3 are amended and combined to clarify and update permit request and issuance procedures and rules applicable to permittees; Section 8-3 is amended to add potential grounds for the denial of requests for permits to film on any portion of DFW Airport grounds for commercial use; and Appendix I is amended to include proposed new streets East 34th Street (E & W), East 35th Street (E & W), South 20th Avenue (N & S), Rental Car Drive (E & W), Strategy Avenue (N & S), Sustainability Drive (E & W), Travel Street (E & W), and Mobility Street (E & W) - Financing: No cost consideration to the City

BACKGROUND
Dallas Fort Worth International Airport is requesting that the Owner Cities of Dallas and Fort Worth approve of amendments to Chapter 3, Chapter 8, and Appendix I of the Airport’s Code of Rules and Regulations as follows:
• Amend Section 3-19 to prohibit smoking at DFW Airport and provide specific exceptions to the rule.
• Amend and combine Articles III and IV of Chapter 3 to clarify and update permit request and issuance procedures and rules applicable to permittees.
• Amend Section 8-3 to add potential grounds for the denial of requests for permits to film on any portion of DFW Airport grounds for commercial use.
• Appendix I is amended to include the following new streets:
o East 34th Street (E & W)
o East 35th Street (E & W)
o South 20th Avenue (N & S)
o Rental Car Drive (E & W)
o Strategy Avenue (N & S)
o Sustainability Drive (E & W)
o Travel Street (E & W)
o Mobility Street (E & W)
The Dallas Fort Worth Airport Department of Public Safety desires to amend the Code of Rules and Regulations to update rules governing permit applications related to the distribution of literature, solicitation of donations, surveys, and picketing.
Changes to Section 3-19 will clarify the general prohibition on smoking at DFW Airport and provide limited exceptions to the general rule.
The proposed additions to Section 8-3 will empower the Airport to deny permit for commercial photography and moving picture productions based on safety, security, and operational concerns.
Any changes to speed limits or new street additions must go through a formal codification process, which involves amending the DFW Airport's Code of Rules and Regulations and approval by the Owner Cities of Dallas and Fort Worth.
Construction of the streets is expected to be completed by the second quarter of 2027. The names for the proposed streets are:
• East 34th Street (E & W)
• East 35th Street (E & W)
• South 20th Avenue (N & S)
• Rental Car Drive (E & W)
• Strategy Avenue (N & S)
• Sustainability Drive (E & W)
• Travel Street (E & W)
• Mobility Street (E & W)
The Airport Board approved these amendments at its June 6, 2024, board meeting, by Resolution 2024-06-155. In accordance with the Contract and Agreement of 1968, any amendments to the Airport’s Code of Rules and Regulations require approval of the Owner Cities. Attachments showing the proposed amendments to Chapters 3 and 8, a map of the proposed streets, and the approved Official Board Action will be provided for this agenda item.

On June 6, 2024, the Dallas-Fort Worth International Airport Board adopted Resolution No. 2024-06-155.
