Authorize a boundary adjustment agreement with the Town of Addison on behalf of the City and the release of a tract of land, along with all extraterritorial jurisdiction pertaining to property identified as Montfort Drive from the current city limits extending south to Celestial Road - Financing: No cost consideration to the City

BACKGROUND

 

The Town of Addison requested consideration of a boundary adjustment of Montfort Drive, from the current city limits extending south to Celestial Road, to transfer ownership of Montfort Drive from the City of Dallas to the Town of Addison. This boundary adjustment would improve the effectiveness of traffic management and infrastructure improvements in that area.

 

This boundary request is only applicable to infrastructure segments on this stretch of Montfort Drive. No tax or revenue generating property would be included in this transfer. The Town of Addison would assume sole responsibility for the maintenance and associated costs of the roadway, Verde Valley Lane traffic signal, and related infrastructure impacted by this change.

 

As outlined in the terms of the boundary adjustment agreement, the Town of Addison agrees to:

1.                     Provide concurrence for a future autonomous shuttle connection from the Dallas International District to the Dallas Area Rapid Transit Knoll Trail Station using Montfort Drive.

2.                     Reconstruct and operate the traffic signal at Montfort Drive and Verde Valley Lane as part of the boundary adjustment.

3.                     Authorize the City of Dallas to place new traffic signal pole foundations at the intersection of Arapaho Road and Southbound Dallas Parkway at the Dallas North Tollway (DNT) within the Town of Addison’s right-of-way.

 

The City of Dallas agrees to:

1.                     Coordinate with the Town of Addison for the establishment and installation of a shared use path on Quorum Drive/Verde Valley Lane beneath the DNT within the City of Dallas city limits, as well as landscaping improvements at the DNT and Arapaho Road.

2.                     Coordinate with the Town of Addison on pedestrian improvements and enhancements to the crossing at Belt Line Road and the DNT, which do not impact current vehicular movement.

3.                     Continue supporting the Town of Addison on traffic signal timing during events, with reimbursement from the Town of Addison.

 

Staff from the Department of Transportation and Public Works, Planning and Development Services, Dallas Fire-Rescue, and Dallas Police Department have evaluated the boundary adjustment request and noted its potential positive impact to the residents in that area.

 

If approved, this action will authorize a boundary adjustment agreement with the Town of Addison to transfer ownership of Montfort Drive, from the current city limits extending south to Celestial Road, from the City of Dallas to the Town of Addison. This agreement would then be ratified by a future ordinance for City Council consideration.
