BACKGROUND

 

This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement. 

 

This master agreement will provide for purchase of various types of air valves and parts for the Dallas Water Utilities Department (DWU).  Air valves are used by DWU for releasing entrapped air in pressurized water lines, thereby maintaining the efficiency of the water main lines. Entrapped air inside a water main line can restrict the flow of water and increase the workload on pumps and motors. Regular replacement of air valves reduces the potential of pressure surges which could lead to pipe damage and possible flooding. The City's water system has over 1,200 air valves of various makes and sizes throughout the service area. DWU also maintains approximately 5,076 miles of water mains throughout the water distribution system and approximately 4,067 miles of wastewater mains throughout the wastewater collection system.

 

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors. 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 25, 2022, the City Council authorized a three-year master agreement for the purchase of valves, valve parts, and accessories for the Water Utilities Department with Mueller Co., LLC., Municipal Valve & Equipment Company, Inc., and Valve & Equipment Consultants, Inc. by Resolution No. 22-0805.
