Authorize a five-year sole source services agreement for online investigative solutions and criminal activity database services, Accurint Suite, for the Dallas Police Department - LexisNexis Risk Solutions FL Inc., sole source - Not to exceed $498,645.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a services agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This sole source services agreement will provide access to online investigative solutions and criminal activity database services to assist in locating individuals involved in criminal activities, Accurint Suite, from LexisNexis. This agreement includes unlimited users across the Accurint Suite platforms; onsite and web training; annual maintenance; annual consulting and specialty services.
The database services are designed to simplify access to relevant information by authorized police personnel, in a user-friendly manner which allows searches of several external databases with a single search query. Additionally, the services provide a secure online dashboard that enables crime data sharing, automated data and pattern analysis, crime mapping, and predictive analytics based on data from agencies in the City of Dallas region and across the nation. The database services provide an efficient and effective tool for the Police Department’s Fusion Center. The Fusion Center’s main task is to quickly research databases and analyze information to create criminal intelligence for real time dissemination to patrol officers and detectives in the field. This level of operation requires a more detailed and analytical investigative tool than that used by detectives in the field. Accurint’s unique analytic and data sharing platform provides our officers with tools and information to efficiently develop actionable intelligence aiding their endeavor to better protect and serve the community.
