BACKGROUND

 

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis. 

 

This service contract will provide for emergency shelter services for individuals experiencing homelessness for the Office of Homeless Solutions. These contracts will provide programming to support the homeless response system by improving the number and quality of emergency shelters for homeless individuals and families. Additionally, these contracts will assist organizations in operating homeless shelters, and provide essential services to shelter residents. This program may also provide funds to provide emergency shelter services during inclement weather.

 

A four-member committee from the following departments reviewed and evaluated the qualifications:

The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:

As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes.  To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors. 

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  The calculated living wage during the solicitation process of this contract is $18.24; the selected vendor meets this requirement.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized a one-year contract, with two one-year renewal options, for emergency shelter services for the homeless for the Office of Homeless Solutions with Family Gateway, Inc., The Salvation Army A Georgia Corp., and Shelter Ministries of Dallas dba Austin Street Center by Resolution No. 21-1121.

 

On May 25, 2022, the City Council authorized the first of two twelve-month renewal options to the contract for emergency shelter services for the homeless with Family Gateway, Inc., The Salvation Army, a Georgia Corporation, and Austin Street Center, formerly known as Shelter Ministries of Dallas dba Austin Street Center, for the period July 1, 2022 through June 30, 2023, by Resolution No. 22-0803.

 

On August 9, 2023, the City Council authorized the second of two, twelve-month renewal options to the contract with Family Gateway, Inc., The Salvation Army North Texas Area Command, and Austin Street Center, formerly known as Shelter Ministries of Dallas dba Austin Street Center, for the period October 1, 2023 through September 30, 2024 for emergency shelter services for the homeless by Resolution No. 23-1059.

 

The Housing and Homelessness Solutions Committee was briefed by memorandum regarding this matter on September 6, 2024.
