BACKGROUND

 

The Dallas Water Utilities Department (DWU) has identified the need for water transmission pipeline improvements through its Long-Range Water Supply Plan and Water Distribution Master Plan. One of those projects is the Southwest Pipeline, a water transmission pipeline to facilitate conveyance of treated water to the South and Southwest portions of Dallas and its customer cities. Installation of approximately 32 miles of 96-inch and 120-inch diameter water transmission pipeline is needed to meet demands associated with population growth as determined through master planning efforts. The overall pipeline is sized to meet future water demands and will be completed in multiple phases.

 

At full completion, the Southwest Water Transmission Pipeline project will transfer treated water from the East Side Water Treatment Plant (ESWTP), located in Sunnyvale, Texas, to the Summit Ground Storage Tanks (GSTs), located in Cedar Hill, Texas and serve customers in Dallas, Cedar Hill, Duncanville, Grand Prairie, Lancaster, DeSoto, and Hutchins. The pipeline will ensure DWU can meet long-range regional water demands for South Dallas County, and improve water transmission capacity, reliability, and redundancy for the DWU water transmission system.

 

 

 

 

 

 

On May 15, 2026, proposals were received for the first phase of construction, which includes just under 3 miles of the future 32-mile pipeline. Sealed proposals were evaluated based on published criteria which include proposed contract price, schedule, contractor’s approach to the project, experience and past performance of the contractor, experience and qualifications of key personnel, and Developing Regional & Inclusive Vendor Enterprise (DRIVE) policy requirements. The proposals were evaluated and scored by a selection committee and S.J. Louis Construction of Texas, Ltd. was determined to be the best value proposer based on the rating criteria.

 

This action will authorize a construction services contract for Phase 1A of the Southwest Water Transmission Pipeline Project with S.J. Louis Construction of Texas, Ltd. The construction contract includes the installation of approximately 15,100 feet of 54-inch, 78-inch, and 96-inch diameter steel water pipes along with the required appurtenances and isolation valves from the Summit GSTs in Cedar Hill, Texas, to the existing 96-inch steel pipe just west of United States (US) Highway -67.
