BACKGROUND

 

On December 9, 2020, the City Council authorized the acquisition of the 1950 Forth Worth Avenue (Project) in an amount not to exceed $3,518,000.00 for the purpose of providing emergency supportive housing for persons experiencing homelessness. The City completed acquisition on December 23, 2020; however, the use of the property has been delayed due to a myriad of challenges. While the property has remained vacant, the need for Permanent Supportive Housing through the R.E.A.L. Time Rehousing Initiative to reach the communitywide goal of significantly reducing unsheltered chronic homelessness continues to increase.

 

In an effort to protect the City’s investment and achieve the original goal of providing affordable supportive housing options for those who are formerly unsheltered, an emergency procurement for the Project was completed due to the urgent and immediate attention to preserve the asset and to protect the health and safety of area residents. On July 27, 2023, staff utilized an emergency procurement process to select an architect for an architectural professional services contract for the Project. This procurement process satisfies the exemptions of Chapter 252.022 (1) and (2) of the Texas Local Government Code and the exigent circumstances exception under the federal procurement requirements pursuant to 2 C.F.R. §§ 200.317 - 200.326 due to the use of Coronavirus Local Fiscal Recovery American Rescue Plan Act Funds allocated to this project.

 

On August 30, 2023, the Office of Bond and Construction Management established a selection committee and oversaw the selection of the most highly qualified architect. Housing and Office of Procurement Services developed a Request for Qualifications (RFQ). On September 15, 2023, in accordance with emergency procurement procedures, the RFQ was sent via email to the following five architectural firms and minority contractor associations:

On September 25, 2023, the Statements of Qualifications (SOQs) were received from two firms:

 

                     Kirksey Architects Inc., dba Kirksey Architecture

                     KAI Enterprise, a Minority/Women-owned Business firm

 

The SOQs were evaluated by the selection committee with rankings established by the City of Dallas procurement guidelines and based on the evaluation criteria distributed through the emergency procurement procedures. The selection committee recommended Kirksey Architects Inc., dba Kirksey Architecture as the most highly qualified proposer for the architectural design services.

 

Housing staff has led the effort to finalize execution of the fee negotiation letter with the selected vendor for the amount not to exceed $536,186.00. A Notice to Proceed is currently in process of being issued. The professional services contract for the design work is currently awaiting the City Council ratification.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 9, 2020, the City Council authorized acquisition from Hotel Miramar, LLC of approximately 35,133 square feet of commercially improved land located near the intersection of Fort Worth Avenue and North Plymouth Road for the COVID-19 Supportive Housing project by Resolution No. 20-1945.

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.

 

On April 26, 2023, the City Council authorized 1) the partial recission of Section 1 and Section 2 of Resolution No. 21-1124 to remove a) authorization of a contract for property management, supportive services, and renovations for temporary and permanent housing with CitySquare, and 2) execute a developer agreement with UCR Development Services, LLC for the design and redevelopment of 1950 Fort Worth Avenue, Dallas, Texas by Resolution No. 23-0543.
