BACKGROUND

 

The STH efforts are led by Housing Forward and designed to move 1000+ individuals into stable housing, treatment, and recovery through diversion, and rehousing efforts, utilizing public and private investments of $28 million. The City of Dallas $10 million contract will serve 425+ individuals.

 

The City of Dallas previously invested in Street to Home (STH) Phase 1 (phase 1) with a total of $5 million ARPA and ARPA Redevelopment in February and May of 2025 which served 250 individuals. STH Phase 1 raised over $20M in public and private investments serving 1,190 individuals with stable living, treatment, and recovery. The overall Phase 1 leveraged this funding to add capacity to the homeless response system between July 2024, and October 2025, reaching over 7,000 people with different services and support.

 

The Safe in the City Initiative intersects with STH and per Dallas Police Department (DPD) data, crime overall is down 26% in Downtown Dallas since January 2025 to present day, and violence experienced by people facing homelessness is down by 40% as compared to the same timeframe for the prior year.

 

 

 

STH aligns with the City of Dallas’ requirement per Texas Penal Code Section 48.05 to reduce encampments and homelessness, being done through the provision of diversion and rehousing exits from existing shelters to turn over beds and clear the way for law enforcement and outreach to bring more people inside.

 

The Continuum of Care Board (CoC) recognizes Housing Forward (formerly Metro Dallas Homeless Alliance), a 501(c)3 nonprofit organization founded in 2002 to address homelessness in Dallas and Collin Counties, as the lead agency to operate the CoC and support year-round planning activities through a memorandum of understanding with the CoC Board, as recognized by the United States Department of Housing and Urban Development (HUD).

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 17, 2025, the City Council authorized the FY 25-26 Budget, including supporting for those in temporary shelter moving into stable housing, utilizing $10 million in ARPA funding for moving individuals out of shelters and into stable housing through the local Continuum of Care (CoC).

 

On February 28, 2024, the City Council authorized the transfer and reallocation of ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to the ARPA Redevelopment multi-year fund to provide assistance with completing projects by Resolution No. 24-0315.
