Title
Authorize the first of two, one-year renewal options to increase the subrecipient agreement(s) for the Housing Opportunities for Persons with AIDS (HOPWA), contingent on available funding, for the period October 1, 2026 through September 30, 2027, with: (a) Health Services of North Texas, Inc. for Emergency/Tenant Based Rental Assistance in the amount of $863,225.00; (b) Legacy Counseling Center, Inc. dba Legacy Cares for Facility Based Housing Services in the amount of $240,429.00; (c) Legacy Counseling Center, Inc. dba Legacy Cares for Master Leasing Services in the amount of $761,827.00; (d) Legacy Counseling Center, Inc. dba Legacy Cares for Housing Information Services in the amount of $147,980.00; (e) PWA Coalition of Dallas, Inc. dba AIDS Services of Dallas for Emergency/Tenant Based Rental Assistance in the amount of $260,810.00; (f) PWA Coalition of Dallas, Inc. dba AIDS Services of Dallas for Facility Based Housing Services in the amount of $1,624,273.00; and (g) PWA Coalition of Dallas, Inc. dba AIDS Services of Dallas for Master Leasing and Emergency Voucher Services in the amount of $336,790.00 - Total not to exceed $4,235,334.00 - Financing: FY 2024-25 Housing Opportunities for Persons with AIDS Grant Fund ($649,323.29), FY 2025-26 Housing Opportunities for Persons with AIDS Grant Fund ($50,111.11), and FY 2026-27 Housing Opportunities for Persons with AIDS Grant Fund ($3,535,899.60)

BACKGROUND
The City of Dallas has applied for and received Housing Opportunities for Persons with AIDS (HOPWA) Funds since 1993 to support eligible activities within the Dallas Eligible Metropolitan Statistical Area (Dallas EMSA) which includes the counties of Dallas, Collin, Denton, Ellis, Hunt, Kaufman, and Rockwall. HOPWA Grant Funds are to assist grantees in meeting the housing needs of low-income persons with human immunodeficiency virus (HIV)/acquired immunodeficiency syndrome (AIDS) and HIV-related illness and their families.
The U.S. Department of Housing and Urban Development (“HUD”) provides grant funds through the Housing Opportunities for Persons with AIDS (“HOPWA”) Program according to the terms of 24 C.F.R. part 574, to assist grantees in meeting the housing needs of low-income persons with HIV/AIDS and HIV-related illness and their families within the grantee’s Eligible Metropolitan Statistical Area (“EMSA”).
On July 10, 2025, the City of Dallas Office of Housing and Community Empowerment advertised a Notice of Funding Availability (NOFA) (OCC-2025-00028249) for HOPWA programs serving low-income persons living with HIV in the Dallas EMSA, consisting of (1) Emergency/Tenant Based Rental Assistance, (2) Facility Based Housing, (3) Master Leasing, (4) Emergency Vouchers, (5) Housing Placement and Other Support Services, and (6) Housing Information Services. The applications were opened on August 1, 2025. Three organizations submitted applications and were recommended for contract awards.
On September 24, 2025, the City Council authorized a one-year subrecipient agreement(s), with two one-year renewal options with a term beginning on October 1, 2025 through September 30, 2027, with PWA Coalition of Dallas, Inc. dba ASD, Health Services of North Texas (HSNT), Inc., and Legacy Counseling Center, Inc. dba Legacy Cares in the amount of $4,166,538.00, by Resolution No. 25-1515.
On June 24, 2026, the City Council adopted the FY 2026-27 HUD Consolidated Plan Budget for HUD Grant Funds by Resolution No. 26-1077. The FY 2026-27 HUD Consolidated Plan Budget includes HOPWA Grant Funds, which are available beginning October 1, 2026, contingent upon HUD’s approval of the City’s FY 2026 Action Plan (which is based on the approved HUD Consolidated Plan Budget, submitted on or about (June 24, 2026) and execution of the grant agreements with HUD.
This agenda item authorizes the first of two one-year renewal options funded under the FY 2026-27 HUD Consolidated Plan Budget for HUD programs. This renewal option includes a small increase in the amount of $68,796.00, to enable the agencies to provide additional assistance under the HOPWA programs consisting of: (1) Emergency/Tenant Based Rental Assistance, (2) Facility Based Housing, Master Leasing, and Emergency Vouchers, (3) Housing Placement and Other Supportive Services, and (4) Housing Information Services for persons living with HIV/AIDS (collectively, “Programs”). These Programs are funded under the Housing Opportunities for Persons with AIDS (HOPWA) Grant from HUD.

On June 12, 2024, the City Council authorized final adoption of the FY 2024-25 HUD Consolidated Plan Budget and Five-Year Consolidated Plan for HUD Grant Funds by Resolution No. 24-0873.
On August 6, 2025, the City Council authorized final adoption of the FY 2025-26 HUD Consolidated Plan Budget for HUD Grant funds by Resolution No. 25-1185.
On September 24, 2025, the City Council authorized a one-year subrecipient agreements, with two one-year renewal options, contingent on available funding, with a term beginning on October 1, 2025 through September 30, 2026, with Health Services of North Texas, Inc., Legacy Counseling Center, Inc. dba Legacy Cares, and PWA Coalition of Dallas, Inc. d/b/a AIDS Services of Dallas in the amount of $4,166,538.00 under the HOPWA program, by Resolution No. 25-151.
