Title
Authorize (1) an agreement with the Texas Department of Transportation for a U.S. Department of Transportation Federal Highway Administration federal-aid project (Agreement No. CSJ 0581-01-161, etc., Assistance Listing No. 20.205) in the amount of $553,156.96 to provide cost reimbursement for materials and labor incurred by the City related to the construction of traffic signals at the following six intersections: East Ledbetter Drive and Veterans Drive, Buckner Boulevard and Hume Drive, Gaston Avenue and North Haskell Avenue, Pleasant Drive and Lake June Road, Peavy Road and Oates Drive, and McKinney Avenue and Routh Street, and retiming of directly impacted signals in the area related to the construction; (2) the establishment of appropriations in the amount of $553,156.96 in the TxDOT HSIP 6-Signals Reimbursement at Ledbetter and Veterans Fund; (3) the receipt and deposit of funds in the amount of $553,156.96 in the TxDOT HSIP 6-Signals Reimbursement at Ledbetter and Veterans Fund; and (4) execution of the agreement and all terms, conditions, and documents required by the agreement - Total amount of $553,156.96 - Financing: TxDOT HSIP 6-Signals Reimbursement at Ledbetter and Veterans Fund

BACKGROUND
TxDOT is constructing traffic signals and associated on-system intersection improvements at the following six intersections: East Ledbetter Drive and Veterans Drive (CSJ No. 0581-01-161), Buckner Boulevard and Hume Drive (CSJ No. 0581-01-162), Gaston Avenue and North Haskell Avenue (0918-47-348), Pleasant Drive and Lake June Road (CSJ No. 0918-47-349), Peavy Road and Oates Drive (CSJ No. 0918-47-351), and McKinney Avenue and Routh Street (CSJ No. 0918-47-424). The project will include the construction of new traffic signals; pedestrian and Americans with Disabilities Act related improvements; signal retiming of directly impacted signals in the area of construction; and other related construction.

To remain consistent with other equipment in the citywide system, the City of Dallas will provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the project. TxDOT will reimburse the City for material and labor costs.

On February 14, 2024, the City Council authorized an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) in the estimated amount of $2,097,936.11 for a U.S. Department of Transportation - Federal Highway Administration 2021 Highway Safety Improvement Program grant (Agreement No. CSJ 0918-47-348, etc., Assistance Listing No. 20.205) in the amount of $1,649,419.00 as Federal participation, $360,723.64 ($154,056.96 for direct state costs paid to TxDOT and an estimated $206,666.68 for design) as local participation, and $87,793.47 as State participation for indirect state costs to construct traffic signal improvements at the following intersections: Gaston Avenue at Haskell Avenue (CSJ No. 0918-47-348), Peavy Road at Oates Drive (CSJ No. 0918-47-351), Lake June Road at Pleasant Drive (CSJ No. 0918-47-349), and McKinney Avenue at Routh Street (CSJ No. 0918-47-424); and disbursement of funds in an amount not exceed $154,056.96, to TxDOT from the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 24-0267.
