Authorize the (1) application for and acceptance of a grant from the Office of the Governor, Criminal Justice Division for Sexual Assault Evidence Testing (Grant No. 4293302) in the amount of $248,500.00 to provide payment of the costs associated with the forensic analysis of physical evidence in relation to sexual assaults kits for the period September 1, 2023 through August 31, 2024; (2) establishment of appropriations in an amount not to exceed $248,500.00 in the Sexual Assault Evidence Testing Grant FY24 Fund; (3) receipt and deposit of grant funds in an amount not to exceed $248,500.00 in the State Sexual Assault Evidence Testing Grant FY24 Fund; and (4) execution of the grant agreement and all terms, conditions, and documents required by the agreement - Not to exceed $248,500.00 - Financing: Office of the Governor, Criminal Justice Division State Grant Funds

BACKGROUND
The overall goal of this project is to test approximately 175 cases worth of backlogged untested sexual assault kits. The Dallas Police Department will measure success using a database to capture the number of kits tested and the outcome of the testing. The outcomes include developing suspect Deoxyribonucleic acid (DNA) profiles to be entered into Combined DNA Index System, which can then identify an unknown assailant, or which can be linked forensically to other offenses. This information provides a new lead that the detective did not have before the kit was tested.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 8, 2021, the City Council authorized an application for and acceptance of the Sexual Assault Evidence Testing from the office of the Governor to provide payment of the costs associated with the forensic analysis of physical evidence in relation to sexual assaults kits for the period September 1, 2021 through August 31,2022, by Resolution No. 21-1999.
