BACKGROUND
Dallas Water Utilities (DWU) operates three potable water treatment plants (Bachman, East Side, and Elm Fork) and provides water to approximately 2.6 million customers in the City of Dallas and neighboring communities. The combined treatment capacity of these facilities is approximately 900 million gallons per day. Ozone is the primary water treatment disinfectant at all three plants and allows DWU to comply with federal regulations governing disinfection by-products and improves the finished water quality by destroying taste and odor causing compounds. The first ozone system was installed at Elm Fork Water Treatment Plant in the early 1990’s and ozone facilities were added to the East Side and Bachman Water Treatment Plants in 2002 and 2006 respectively.
An evaluation of critical performance limiting factors was completed at each plant, which identified the need to replace the ozone generating equipment. On September 23, 2020, the City Council authorized a construction services contract with Archer Western Construction, LLC for the replacement of the ozone generating equipment and appurtenances at the water treatment plants. The contract includes the purchase and installation of three new generators and associated equipment at Bachman, four new generators and associated equipment at East Side, and four new generators at Elm Fork. The project also includes new liquid oxygen tanks with the capacity to meet the entire production needs at East Side, the relocation of refurbished tanks to increase storage capacity and the installation of a second transformer and power supply system at Elm Fork and needed modifications to the ozone delivery system at Bachman.
This action will authorize Change Order No. 1 to the construction services contract to include changes and betterments required for the completed facilities to function as intended. It also includes repairs, modifications and additions to address deficiencies not identified during design due to site access restrictions. The additional work covers various components including valves, piping, pump, equipment, electrical, instrumentation, slab repairs, building and civil modifications. The ozone system is a critical treatment component at all three plants and the current equipment requires significant time and materials to maintain. The additional work will ensure the ozone facility improvements address the reliability and efficiency of these systems to meet demands now and in the future, while reducing operation and maintenance costs.
