SUBJECT
Title
Authorize (1) an application for financial assistance from the Texas Department of Transportation (TxDOT) Aviation Division (Grant No. TBD, CSJ No. 2618DALAS) in the amount of $1,311,300.00 for the design of the Taxiway Echo Phase II Project at Dallas Executive Airport where the performance period shall be for four years from the date of acceptance; (2) the establishment of appropriations in the amount of $844,000.00 in the Taxiway Echo Phase II Design Grant; (3) a local cash match from the Aviation Fund for five percent of eligible project costs and any project costs exceeding the maximum TxDOT reimbursement of $844,000.00; (4) the receipt and deposit of funds for reimbursement from TxDOT for up to 95 percent of eligible project costs, up to an amount of $844,000.00 in the Taxiway Echo Phase II Design Grant; and (5) the designated City representative, at the appropriate time and with the appropriate authorizations, to execute the grant agreement with Texas Department of Transportation and all terms, conditions, amendments, and documents required for implementation of the project - Total amount of $1,311,300.00 - Financing: Aviation Construction Fund ($467,300.00) and Taxiway Echo Phase II Design Grant ($844,000.00)

BACKGROUND
The Federal Aviation Administration provides federal financial assistance for eligible airport infrastructure improvements. For eligible general aviation airports, federal airport improvement funds are administered through TxDOT Aviation Division under the State Block Grant Program.
The Department of Aviation's Dallas Executive Airport (RBD) is a general aviation airport and is eligible to receive this federal financial assistance through TxDOT.
The Department of Aviation intends to advance the design of the Taxiway Echo Phase II Project at RBD. The design will address improvements to Taxiway Echo between Taxiway E2 and Taxiway E3 to enhance airfield safety, improve aircraft separation and ground movement, and support compliance with applicable Airplane Design Group III standards.
TxDOT has identified approximately $844,000.00 in federal financial assistance for the design of the project, to be administered through the TxDOT Aviation Division. The City will provide the required local share of eligible design costs and any costs exceeding the available TxDOT funding. The resolution will authorize the application for federal financial assistance through TxDOT and authorize the designated City representative, with the appropriate authorizations, to execute the grant agreement and other documents necessary and appropriate for implementation of the design project.
