BACKGROUND

 

This action will authorize a Multiple Use Agreement (MUA) with TxDOT for the construction, maintenance, and operation of the Trinity Forest Spine Trail North Phase 2 within TxDOT right-of-way. The Project is being designed and constructed by The Loop Dallas in partnership with the City. The North Phase 2 Project will extend the existing trail south from Samuell Boulevard to the Lawnview DART station. Construction is expected to begin in late 2025 or early 2026.

 

The alignment of the trail passes under Interstate-30. TxDOT is amenable to permitting the City’s use of a portion of the TxDOT right-of-way for the trail project.

 

The agreement will be subject to the following terms:

 

1.                     The agreement has no term length; however, the agreement may be terminated upon notice by either party. The site must be restored to a condition satisfactory to TxDOT if the trail is abandoned.

 

2.                     TxDOT retains its use of the land for highway purposes and does not grant any interest in the land to the City.

 

3.                     Maintenance, repair, and operation of the trail improvements and trail area shall be the responsibility of the City, keeping the trail area in a clean and sanitary condition.

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 4, 2025, the Park and Recreation Board authorized a Multiple Use Agreement with the TxDOT for the construction, maintenance, and operation of the Trinity Forest Spine Trail North Phase 2 within the TxDOT right-of-way under the Interstate 30 overpass at Samuell Boulevard.

 

FISCAL INFORMATION

 

This action has no cost consideration to the City. Future cost is estimated to be $12,285.00 annually, for operation of the hike and bike trail and trail area, to be funded by the General Fund.
