BACKGROUND
The Public Art Program of the City of Dallas Office of Arts and Culture requested the submission of qualifications from artists or artist teams to design, fabricate and install a work of public art at Singing Hills Recreation Center. Public Art Staff hosted community meetings to request information from the community about the final scope of project including content and style. The draft scope of project was presented to the community, and the scope was part of the published Request for Qualifications.
Anaisa Franco was selected from a shortlist of three artists for Singing Hills Recreation Center in CDS by the Selection Panel after reviewing all artists' design proposals. All Public Art project scope items have been carefully considered and adhered to as well as City of Dallas Public Art policies. There were also several sessions of community engagement with input from local residents conducted by staff.

On March 4, 2025, the Public Art Committee recommended Hexalumina by Anaisa Franco as the public artwork for Singing Hills Recreation Center in Council District 8
On August 2, 2022, the Public Art Committee recommended the initiation of Singing Hills Recreation Center Art Project.
On January 12, 2021, the Public Art Committee recommended support of the 2021 PublicArtAnnual Plan including planning for the Singing Hills Recreation Center in Council District 8.
On January 21, 2021 the Arts and Culture Advisory Commission approved the 2021 PublicArtAnnual Plan including planning for the Singing Hills Recreation Center in Council District 8.
The Quality of Life, Arts and Culture Committee was briefed by memorandum regarding this matter on March 25, 2025.
