BACKGROUND

 

On February 8, 2024, the North Central Texas Council of Governments’ Regional Transportation Council authorized federal funding for engineering and construction of a right turn/declaration lane to improve safety on Belt Line Road at South Northlake Road (“Project”). The project limits lie within the corporate boundaries of the City of Dallas and the City of Irving, which requires collaboration between the two municipalities to complete the Project.

 

Chapter 791 of the Texas Government Code authorizes the municipalities to contract with each other to the greatest extent possible to perform governmental functions and services.

 

The City of Dallas and the City of Irving, in mutual interest, desire to enter into an Interlocal Agreement to establish the obligations of each municipality with respect to the exercise of their governmental function to participate jointly in the Project.

 

The City of Dallas agrees to serve as the lead agency administering the engineering and construction of the Project. The City of Dallas intends to enter into an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT) to accept federal funding through the Surface Transportation Block Grant Program for engineering and construction of the Project. The AFA with TxDOT is included on this City Council Agenda for consideration.

 

 

 

 

The City of Irving agrees to provide 99,000 Transportation Development Credits (“TDC’s”) for the Project, which will be used in lieu of a cash match to satisfy the local contribution requirement for federal funding. Upon completion of the Project, the City of Dallas and the City of Irving shall be responsible for all maintenance of local roads and facilities within their respective corporate limits.

FISCAL INFORMATION

 

This action has no cost consideration to the City. The City intends to enter into an AFA with TxDOT to accept federal funding for engineering and construction of the Project. The City of Irving will provide 99,000 TDC’s to serve as local participation in the project in lieu of a cash match.
