Authorize a five-year service contract for maintenance and support of an integrated ballistic identification system for the Police Department - Ultra Electronics Forensic Technology, Inc., sole source - Not to exceed $81,200 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide continued maintenance and support of the integrated ballistic identification system for the Police Department (DPD). DPD utilizes this system to deliver support and access to the National Integrated Ballistic Information Network (NIBIN). The NIBIN program automates ballistics evaluations and provides actionable investigative leads in a timely manner. NIBIN is the only interstate automated ballistic imaging network in operation in the United States. There are no other identification technologies compatible with NIBIN.
Prior to the NIBIN Program, this process was performed manually, thus making it extremely labor intensive. Now, images are uploaded to the system and are correlated against a national database. Law enforcement agencies can search against evidence from their jurisdiction, neighboring ones, and others across the country. Since the new technology was acquired by DPD in 2007, NIBIN has assisted in providing over 2,527 investigative leads, many of which have led to the arrest and conviction of violent offenders.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The current calculated living wage during the solicitation process of this contract is $11.71; the selected vendor meets this requirement.
