Title
Authorize an increase in the construction services contract with Camino Construction, L.P., for additional work associated with water and wastewater main improvements at 17 locations (list attached to the Agenda Information Sheet) - Not to exceed $880,000.00, from $21,319,817.00 to $22,199,817.00 - Financing: Water Construction Fund ($415,000.00) and Wastewater Construction Fund ($465,000.00)

BACKGROUND
On October 12, 2022, the City Council authorized a construction services contract with Camino Construction, L.P. for the installation of water and wastewater mains at 32 locations. This action will authorize an increase in the construction services contract with Camino Construction, L.P. to complete miscellaneous work associated with water and wastewater main improvements at 17 locations throughout the city. The additional work is necessary to complete pipeline installations previously contracted with another vendor but not completed.
The additional work included in this action was originally part of four separate construction contracts with the Dallas Water Utilities Department (DWU) for the installation and replacement of water and wastewater mains at various locations. The original contractor had several payment disputes with their subcontractors, submitted unreasonable payment claims, and unilaterally demobilized without completing all the contracted work. Despite exhaustive efforts by DWU and the City Attorney to work with the contractor and surety company, neither has upheld their contractual obligation to complete the work, ultimately prompting the City to terminate the original contracts and pursue completion using other contractors.
The original contract with Camino Construction, L.P. provides the most efficient and cost-effective means to complete the remaining work abandoned by the previous contractor. Using the remaining balance of the contract and authorizing an additional amount of $880,000.00 will allow for completion of the remaining work. The locations associated with this action are in various stages of completion, needing miscellaneous work including sections of water and wastewater utility installation, water tie-in connections, final paving, and surface restoration.
