BACKGROUND

 

In January 2008, the Dallas County Sheriff’s Office assumed primary freeway coverage responsibility in Southern Dallas County, allowing the Dallas Police Department (DPD) to reallocate resources to focus more intently on neighborhoods, while the Sheriff’s Office provided targeted regional response on the highways to achieve greater response times and enhanced capabilities.

 

From FY 2011-12 forward, the City of Dallas began contributing funds to assist Dallas County with the Dallas County Highway Traffic Program. This partnership has provided enhanced safety on major highways while enabling DPD to concentrate resources in residential and commercial corridors throughout the City.

 

In prior agreements, the City’s contributions have incrementally increased as program expenses have risen. Under the most recent agreement (October 1, 2022 - September 30, 2025), the City contributed $600,000 in FY 2022-23 and $1,200,000 annually in FY 2023-24 and FY 2024-25.

 

For the new three-year period (FY 2025-26 through FY 2027-28), the City’s annual contributions to Dallas County will not exceed $1,200,000.00 for FY2026, $1,587,000.00 for FY2027, and $1,587,000.00 for FY2028, for a total not-to-exceed amount of $4,374,000.00.

 

 

 

The Dallas County Sheriff’s Office continues to manage traffic coverage in the following locations:

                     Loop 12 - Trinity River to IH 35/Loop 12 (Walton Walker) split

                     Woodall Rodgers Freeway - Central Expressway to Riverfront Boulevard

                     U.S. Highway 175 - IH 45 to the City of Seagoville city limits

                     Interstate Highway 45 - Woodall Rodgers Freeway to U.S. Highway 175

                     Interstate Highway 30 - City of Grand Prairie city limits to the City of Mesquite city limits

                     Interstate Highway 35 - Woodall Rodgers Freeway to north of IH 635; and from the IH 35/U.S. 67 split to Woodall Rodgers Freeway

                     Interstate Highway 20 - City of Balch Springs city limits to the City of Grand Prairie city limits

 

This collaboration has consistently enhanced freeway safety, reduced response times, and allowed DPD to focus on additional resources in high-priority areas within neighborhoods across the City.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 11, 2016, the City Council authorized a payment to the Dallas County Sheriff’s Office for reimbursement of program expenses associated with the Dallas County Highway Traffic Program for the period October 1, 2015, through September 30, 2016, by Resolution No. 16-0731.

 

On June 14, 2017, the City Council authorized a payment to the Dallas County Sheriff’s Office for reimbursement of program expenses associated with the Dallas County Highway Traffic Program for the period October 1, 2016, through September 30, 2017, by Resolution No. 17-0939.

 

On September 26, 2018, the City Council authorized an Interlocal Agreement with the Dallas County Sheriff’s Office for reimbursement of program expenses associated with the Dallas County Highway Traffic Program for the period October 1, 2017, through September 30, 2019, by Resolution No. 18-1402.

 

On February 12, 2020, the City Council authorized an Interlocal Agreement with the Dallas County Sheriff’s Office for reimbursement of program expenses associated with the Dallas County Highway Traffic Program for the period October 1, 2019, through September 30, 2022, by Resolution No. 20-0278.

 

On December 14, 2022, the City Council authorized an Interlocal Agreement with the Dallas County Sheriff’s Office for reimbursement of program expenses associated with the Dallas County Highway Traffic Program for the period October 1, 2022, through September 30, 2025, by Resolution No. 22-1802.
