Title

Authorize a professional services contract with Espey Consultants, Inc. dba RPS to provide engineering services for the design, construction administration, and start-up associated with the Large Valve and Meter Project (list attached to the Agenda Information Sheet) - Not to exceed $1,449,744.00 - Financing: Water Construction Fund ($1,303,699.10) and Wastewater Capital Improvement D Fund ($146,044.90)

Body

BACKGROUND

Dallas Water Utilities (DWU) owns and operates 55 water and wastewater meters vaults and associated appurtenances critical to the distribution, collection and metering of water and wastewater service for our wholesale customers. A condition assessment of these meter vaults was performed to identify and prioritize improvements to extend their service life, reduce operational and maintenance costs and improve worker safety.

Based on the results of the condition assessments, this action will authorize engineering services for the design, construction administration, and start-up of improvements to 14 customer City water and wastewater meter vaults. These underground vaults range in size from 100 to 400 square feet with a depth ranging from 10-25 feet. They also contain valves, meters, and monitoring equipment necessary to deliver water and collect wastewater from our wholesale customers.

This action also includes improvements to seven existing water distribution system control valves and the installation of two new water control valves. These valves are used by DWU to redirect water flows throughout the City based on demand and/or service outages. The installation of the two new valves will provide greater redundancy and flexibility for the overall system.

The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-5 procurement guidelines.
