title
Authorize (1) a correction to Resolution No. 20-0836, previously approved on May 27, 2020 for the Texas Health and Human Services Commission (THHSC) Healthy Community Collaborative (HCC) Program to: (a) include a one-year renewal option; (b) exercise the renewal option; (c) amend the service price agreement with Bridge Steps of Dallas, Shelter Ministries of Dallas and CitySquare; and (d) correct the total amount not to exceed from $2,000,000.00 to $4,000,000.00; and (2) an amendment to the executed service price agreement with Bridge Steps in the amount of $1,306,673.24, Shelter Ministries of Dallas in the amount of $1,279,694.00, and CitySquare in the amount of $913,632.76, for access to homeless recovery services for the Office of Homeless Solutions for a term of one year with one-year renewal option, in a total amount of $4,000,000.00 - Financing: General Fund ($2,000,000.00) and Texas Health and Human Services Commission Grant Funds ($2,000,000.00)

BACKGROUND
Senate Bill 58 of the 83rd regular legislative session amended Subtitle I, Title 4, of the Texas Government Code to add Chapter 539 establishing or expanding community collaborative projects to improve the access to care, quality/comprehensiveness of care, and outcomes for persons who are both homeless and have a mental illness. The Texas Department of State Health Services awarded funds to five Texas municipalities in counties with populations of more than one million, including Bexar, Dallas, Harris, Tarrant, and Travis.
Acceptable uses of the grant money require one for one matching funds to include the establishment or expansion of a community collaborative of service providers focused on meeting the needs of the mentally ill homeless population, the establishment, operation and/or maintenance of minimum services (assistance accessing benefits, detoxification units, integrated medical services, housing services and education, job training and/or supported employment).
If the service was bid or proposed on an as needed basis, unit price basis for performance of specified tasks, payments to Bridge Steps, Shelter Ministries of Dallas, and CitySquare shall be based only on the amount of the services directed to be performed by the City and properly performed by Bridge Steps, Shelter Ministries of Dallas, and CitySquare under the service price agreement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 26, 2018, City Council authorized the grant agreement between the City of Dallas and CitySquare through a grant from the Health and Human Services Commission for the HCC program for FY 2018-19 (Grant No. 2016-049507-001C) to provide services to homeless individuals who suffer from mental illness, substance abuse disorder or co-occurring psychiatric disorders for the period September 1, 2018 through August 31, 2019; and provide a private 1:1 cash match from CitySquare; and execution of the grant agreement by Resolution No. 18-1382.
On August 14, 2019, City Council authorize an amendment to Resolution No. 18-1380, previously approved on September 26, 2018, to accept additional grant funds from the THHSC for FY 2020 and FY 2021 (Contract No. 2016-049507-001C, Amendment No. 3), to provide services to homeless persons who have a mental illness, substance abuse use or co-occurring psychiatric disorder through the HCC program in an amount not to exceed $3,500,000.00 for the period September 1, 2019 through August 31, 2021; and a private 1:1 cash or in-kind match by the City, through its subcontractors, in an amount not to exceed $3,500,000.00, by Resolution No. 19-1118.
On May 27, 2020, City Council authorized to execute a service price agreement with Bridge Steps in the amount of $746,673.24, Shelter Ministries of Dallas in the amount of $731,254.00, and CitySquare in the amount of $522,072.76, approved as to form by the City Attorney, for access to homeless recovery services for the Office of Homeless Solutions for a term of two years, in a total amount not to exceed $2,000,000.00, by Resolution No. 20-0836.
