BACKGROUND

 

This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This Supplemental Agreement will provide for continued use of force analysis services managed by the Department of Information and Technology Services for the Dallas Police Department (DPD). This data-driven risk management system determines the   reasonableness and appropriateness of an officer’s use of force. The solution provides a dashboard system that can be used to identify trends and patterns, evaluate risk, and detect potential problems. The system can also be used to evaluate policies and training and can be used to make interagency comparisons of force practices.

 

The solution allows DPD to examine how and why officers are using force through the use of an evaluation tool which also allows DPD to measure the effectiveness of policies and training and assess the impacts of any reforms that are implemented.

 

On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141.  This contract renewal option includes the living wage of $15.21.

On January 26, 2022, the City Council authorized a four-year service contract for the use of force analysis services for the Police Department managed by the Department of Information and Technology Services with Police Strategies, LLC by Resolution No. 22-0242.
