BACKGROUND

 

On August 14, 2024, the City Council authorized a construction services contract with Talley Riggins Construction Group, LLC, for the construction of the Dallas Water Utilities Department’s (DWU) Service Center located at 12000 Greenville Avenue. The work includes the construction of a 26,260 square-foot, two-story Leadership in Energy and Environment Design Certified and Americans with Disabilities Act Compliant Service Center. The facility will support Wastewater Collection Emergency Response and Cleaning Operations as well as Neighborhood Drainage Services.

 

DWU’s Emergency Response and Cleaning Section of the Wastewater Collection Division is responsible for maintaining the sanitary sewer system, which includes over 4,000 miles of mainlines, and for responding on a 24/7 basis to customer requests concerning sanitary sewer system issues, such as structurally damaged or clogged sanitary sewer lateral and mainline pipes, sanitary sewer overflows, and other sanitary sewer related concerns. Staff and equipment are currently housed in a leased property, located at 8239 Hoyle Avenue. The current building was built around 1959, is not Americans with Disabilities Act compliant, does not have showers for emergency workers, has an outdated heating, ventilation, and air conditioning system and a leaking roof, and is frequently infested with rodents and insects. This leased property also does not have adequate parking space for the division’s equipment and employee vehicles and does not have interior space to park emergency equipment in freezing temperatures and during other inclement weather conditions.

 

 

In January of 2023, Neighborhood Drainage Services (NDS) relocated personnel, fleet, and equipment from Hensley Field to DWU’s Baker 3 and Uvalde sites along Irving Boulevard as a temporary home. Due to Hensley Field’s lease terminating and the City seeking major development opportunities for the site, NDS vacated the site. NDS is responsible for providing essential stormwater services 24 hours a day, seven days a week and will office at the new DWU Service Center located at 12000 Greenville Avenue. This division is responsible for enhancing the operation, maintenance, and repair of critical infrastructure for the North and East sectors of Dallas.

 

The proposed building will give both divisions a permanent home with secure fleet parking and eliminate the need to continue leasing space at 8239 Hoyle Avenue. It will also provide a secure area for 24-hour emergency response staff, provide indoor storage area for temperature sensitive fleet so that it is ready for emergencies during freezing weather, and provide overnight accommodations for staff during severe weather. During construction, additional work has been identified that was not included within the original contract scope for the project. 

 

This action will authorize Change Order No. 1 to the construction services contract with Talley-Riggins Construction Group, LLC for the additional work to ensure the project is completed on schedule and the service center functions as needed for operational staff. The additional work includes network cabling and equipment to complete installation of the security system and the rental of a generator and air conditioning equipment to control building temperature so work trades can continue until Oncor can deliver and install the permanent building transformer.
