BACKGROUND

 

This action will authorize Change Order No. 1 to the construction services contract with RoeschCo Construction, LLC for the construction of the University Crossing Trail Lighting Project from Ellsworth Avenue to the Matilda Bridge to improve lighting at Glencoe Park. The original scope of work includes installing light poles from Glencoe Park to Matilda Bridge.

 

This change order scope includes the installation of nine additional light poles, including the construction of drilled pier footings, light pole bases, fixtures, and wiring along the trail alignment starting from Martel Avenue to Ellsworth Avenue along the University Crossing Trail.

 

This change results in an increase for additional work scope in the amount of $201,278.75 increasing the contract amount from $1,235,000.00 to $1,436,278.75.  Change Order No. 1 adds 180 days to the contract time.

 

The University Crossing Public Improvement District (UCPID) has an agreement in place with the Texas Department of Transportation to fully fund the required matching funds, not to exceed $795,395.00.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On January 14, 2021, the Park and Recreation Board authorized an Advance Funding Agreement (AFA) with the TxDOT for a TA Set-Aside Program Project (Agreement No. CSJ 0918-47-204, CFDA No. 20.205) to accept funding for construction of the University Crossing Trail Lighting Project, in the amount of $1,024,444.00.

 

On January 14, 2021, the Park and Recreation Board authorized an agreement with UCPID to accept funding for construction of the University Crossing Trail Lighting Project, in an amount not to exceed $795,935.00.

 

On February 10, 2021, the City Council authorized: (1) an AFA with TxDOT for a TA Set-Aside Program Project (Agreement No. CSJ 0918-47-204, CFDA No. 20.205) for construction of the University Crossing Trail Lighting Project in the amount of approximately $1,024,444.00, of which the Federal portion is $687,280.00, State participation is $41,769.00, and the City of Dallas’ local match is $295,395.00; (2) a portion of the required local match in the amount of $27,335.00 to be paid by warrant check to the State at the beginning of the project; (3) the establishment of appropriations in the amount of $687,280.00 in the University Crossing PID Trail Fund (in addition to direct State participation in the amount of $41,769.00); (4) the receipt and deposit of TA Set-Aside Program Funds in the amount of $687,280.00 in the University Crossing PID Trail Fund; (5) allocation of $295,395.00 in the University Crossing PID Trail Fund as the City of Dallas’ local match; and (6) execution of the agreement including all terms, conditions, and documents required by the agreement by Resolution No. 21-0329.

 

On April 20, 2023, the Park and Recreation Board authorized a construction services contract for the University Crossing Trail Lighting Project from Ellsworth Avenue to the Matilda Bridge with RoeschCo Construction, LLC.

 

On May 24, 2023, the City Council authorized a construction services contract with RoeschCo Construction, LLC for University Crossing Trail Lighting Project from Ellsworth Avenue to Matilda Bridge, in an amount not to exceed $1,235,000.00 by Resolution No. 23-0718.

 

On June 20, 2024, the Park and Recreation Board will consider authorizing an increase in the construction services contract with RoeschCo Construction, LLC.
