Authorize an increase in the construction services contract with Ragle, Inc. for additional work associated with the Cadiz Street and Riverfront Boulevard Bridge Improvements - Not to exceed $3,298,222.93, from $22,718,717.84 to $26,016,940.77 - Financing: Flood Protection and Storm Drainage Facilities Funds ($234,823.71), Storm Drainage Management Capital Construction Fund ($2,665,446.67), and Wastewater Capital Improvement G Fund ($397,952.55)

BACKGROUND
The 2006 and 2012 Bond Programs provided funding for storm drainage and flood management projects, including funds necessary for the construction of the Able Pump Station and sump improvements. These improvements included the construction of Cadiz Street and Riverfront Boulevard bridges to improve conveyance and connectivity between the interior drainage sumps that feed the Able Pump Station. The Able Pump Station has been completed and provides 100-year flood protection for a large industrial and commercial area in Dallas. Remaining improvements under construction include the completion of three bridge projects at Cadiz Street and Riverfront Boulevard.
On October 12, 2022, the City Council authorized a construction contract with Ragle, Inc. for the construction of Cadiz Street and Riverfront Boulevard bridge improvements and associated water and wastewater relocations. The project includes the replacement of existing reinforced concrete box culverts with three new roadway bridges. The first two bridges are located between Sump Ponds six and seven and Ponds four and five along South Riverfront Boulevard. The third bridge is located between Ponds three and four along Cadiz Street. To facilitate replacement of the existing undersized culverts with new bridges, several large water and wastewater mains are being relocated to avoid direct conflicts with the bridge substructures.
During construction of the bridge improvements, unforeseen field conditions and utility conflicts were encountered, requiring significant design modifications and additional work to accommodate the relocation of franchise utilities. In several instances, utility conflicts could not be cleared concurrently but had to be completed in sequence requiring the contractor to complete work then halt their construction activities until the conflict was cleared. This has led to additional work outside the scope of the original contract and required partial demobilizations by the contractor. In addition, it was determined after the start of construction that the original material for an existing 60-inch diameter sewer force main planned for relocation was no longer in production. This necessitated a specially fabricated system, redesigned cast-in-place thrust blocks to connect to the proposed line and required a separate 42-inch diameter bypass line to maintain flow in the existing force main if needed during the relocation work.
This action will authorize an increase in the construction services contract with Ragle, Inc. for costs associated with additional work resulting from necessary design modifications and unforeseen field conditions, as well as necessary demobilization and remobilization beyond the original contract scope and schedule due to prolonged utility conflicts and relocations. Approval of the contract increase will ensure that additional work can be completed to deliver the proposed bridge improvements and minimize further delays in the completion of the construction contract.
