Body

BACKGROUND

On August 11, 2026, the City of Dallas received an application requesting consideration of a Ceremonial Street Name request for “Dr. Curtis W. Wallace” as a street topper on Roseland Avenue between Washington Avenue and McCoy Street. The statement of reasons supporting the request is included in the attached application and Exhibit A.

On October 9, 2026, notification signs were posted along Roseland Avenue, between Washington Avenue and McCoy Street, in accordance with Section 51A-9.503(b) of the Dallas Development Code.

On October 9, 2026, notices were mailed to the 8 property owners abutting the street, informing them of the City Council hearing regarding the Ceremonial street name change request, in accordance with Section 51A-9.503(b) of the Dallas Development Code. Notice of the October 28, 2026, City Council hearing was also published in the newspaper on October 9, 2026.

Rev. Dr. Curtis W. Wallace became the third Pastor of Pilgrim Rest Missionary Baptist Church in 1990 and immediately focused on strengthening unity within the congregation. Under his leadership, numerous ministries were established, including programs for singles, homemaking, marriage enrichment, worship and fine arts, and evangelism through the Soul Winners Action Team. He created initiatives such as the Boys to Men Mentoring Program and the CARE program to support young boys and the elderly population. Dr. Wallace also organized the God Chasers Book Club, Children’s Church, Crisis Ministry, Computer and Career Training, and Noon Day Bible Study. His Transitional Ministry reached homeless individuals through non-traditional services held in the Crisis Center Building. He also oversaw the construction of the Pilgrim Rest Village, a subsidized senior housing complex. After 30 years of service to the church and community, Dr. Wallace retired on January 26, 2020, and was honored with the title Pastor Emeritus.

Additional information on Rev. Dr. Curtis W. Wallace's legacy is in attached Exhibit A.

The proposed ceremonial street topper on Roseland Avenue between Washington Avenue and McCoy Street, to “Dr. Curtis W. Wallace”, does not comply with Section 51A-9.504(a)(1)(B), as he is not deceased. Therefore, approval of this request will require a waiver of Section 51A-9. 504(a)(1)(B).

Section 51A-9.504(a)(1)(C) is complied with as there has been no other city street honored with the topper “Dr. Curtis W. Wallace”.

Section 51A-9.504(b)(3) requires that the street topper must have “In Honor of” as the top line of the topper.

The following provision requires three-quarters of the City Council to waive the requirement.

Section 51A-9.504(a)(1) (B) “Use of a ceremonial street naming is prohibited until at least two years after the death of the person to be honored.”

A street name approved by the city council takes effect 60 days after the date of its approval unless the city council sets a later effective date.
