BACKGROUND

 

This cooperative purchasing agreement will provide ongoing access to the Open Data Portal, enabling the City to share data in interactive, user-friendly formats for public use. The platform promotes transparency by providing residents and organizations with up-to-date information through dashboards, geospatial mapping, financial insights, and public safety information. It fosters community engagement and supports data-driven decision-making. The agreement also includes maintenance, support, and annual expert consulting hours.

 

The Sourcewell contract agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On May 27, 2020, the City Council authorized a five-year contract, for cloud-based open data portal solution with Tyler Technologies, Inc for the Department of Information and Technology Services by Resolution No. 20-0839.

The cooperative purchasing agreement is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement
