Authorize an increase in the construction services contract with SYB Construction Company, Inc. for additional work associated with the installation and rehabilitation of water and wastewater mains and water transmission valves at five locations - Not to exceed $1,929,810.72, from $21,679,451.50 to $23,609,262.22 - Financing: Water (Drinking Water) - TWDB 2022 Fund ($1,307,454.72) and Wastewater Capital Improvement F Fund ($622,356.00)

BACKGROUND
On November 9, 2022, City Council authorized a construction contract with SYB Construction Company, Inc., for the installation and rehabilitation of water and wastewater mains, the replacement of water transmission valves, and the extension of water and wastewater mains to unserved areas at 45 locations by Resolution No. 22-1699. The existing water and wastewater mains and valves were built between 1928 and 2005 and contribute to an increase in maintenance costs, as well as service interruptions. The installation of the proposed segments and valves will improve the capacity of the water and wastewater systems and reduce maintenance costs. In addition to the installation and rehabilitation of water and wastewater mains and large water valves, the construction contract includes the extension of about 11,010 feet of water and wastewater mains to unserved areas.
On June 12, 2024, City Council authorized an increase in the construction services contract for the emergency replacement of a 60-inch diameter sanitary sewer pipeline behind 11400 Central Expressway, by Resolution No. 24-0870. The Dallas Water Utilities Department (DWU) owns and operates a 60-inch diameter concrete sewer pipeline near the Cottonwood Trail behind 11400 Central Expressway. The existing pipeline was built in 1972 and had structurally failed, forming a sink hole at this location. Due to the poor condition of the pipeline, its depth, the high volume of wastewater flow, and the adverse site conditions, the resources of a private construction company were necessary to complete the repairs.
During implementation of the improvements associated with the original construction contract, unforeseen site conditions were encountered requiring additional paving and Dallas Water Utilities determined that seven additional water main valves were necessary for the proper installation and operation of the proposed mains. In several locations, the road base was thicker than anticipated, requiring more concrete base than originally quantified for the project. At other locations, additional concrete curb and gutter installation, crushed rock for paving repair, reinforced concrete paving, and reinforced driveway repairs are needed based on excavation limits and the extent of paving repairs.
This action will authorize an increase to the construction services contract with SYB Construction Company, Inc. for the completion of the additional work associated with the installation and rehabilitation of water and wastewater mains and water transmission valves at five locations. Approval of the item will ensure that paving and surface restoration of project areas are completed in compliance with City of Dallas standards. The additional valves are also needed for completion of water utility main installation and subsequent operation.
