BACKGROUND

 

On June 4, 2026, the City of Dallas received a City Council memorandum requesting consideration of a street name change for the North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard to “Exchange Place.” The statement of reasons supporting the request is included in the attached memorandum.

 

On June 29, 2026, notification signs were posted along North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard, in accordance with Section 51A-9.503(b) of the Dallas Development Code.

 

On August 31, 2026, notices were mailed to the 115 property owners abutting the street, informing them of the City Council hearing regarding the street name change request, in accordance with Section 51A-9.503(b) of the Dallas Development Code. Notice of September 23, 2026, City Council hearing was also published in the newspaper on September 2, 2026.

 

The Texas Stock Exchange (TXSE) is relocating its headquarters to 1919 Woodall Rodgers Freeway. As Dallas strengthens its role as a major financial center, TXSE is an important partner in the city’s economic expansion. Renaming this street would highlight Dallas’s dedication to supporting financial-sector growth, reinforce its commitment to businesses investing in the city, and signal Dallas’s intent to remain a premier destination for financial services and related economic development.

 

The proposed street name, “Exchange Place,” contains 14 characters. The proposed change of “N. Harwood Street” to “Exchange Place” complies with Section 51A-9.304(a)(5).

 

The proposed change of the North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard, to “Exchange Place” complies with Section 51A-9.304(a)(1), as no other street within the City has been named or renamed “Exchange Place.”

 

The proposed change of the North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard, to “Exchange Place” has been reviewed and approved by the Dallas Fire Rescue.

 

Harwood Street was officially named in 1872 and is one of the oldest streets in Dallas. The existing street name has historical significance. North Harwood Street was named in honor of Alexander Harwood, an early Dallas civic leader and county official, and has retained its name for more than 150 years. The proposed change of the North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard, to “Exchange Place” does not comply with Section 51A-9.304(c)(1).

 

The following provision requires three-quarters of the City Council to waive the requirement.

 

Section 51A-9.304(c)(1) “A Historic street name may not be changed.”

 

The approval of this request requires an amendment to the Thoroughfare Plan.

 

A street name approved by the city council takes effect 60 days after the date of its approval unless the city council sets a later effective date.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On July 23, 2026, the Subdivision Review Committee, by unanimous vote, recommended approval of the request to change North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard, to “Exchange Place”.

 

On September 3, 2026, the City Plan Commission, with a vote of 13 to 1, recommended approval of the request to change North Harwood Street, between Woodall Rodgers Freeway and Harry Hines Boulevard, to “Exchange Place.”

 

FISCAL INFORMATION

 

New Street blades are to be prepared and paid for by the City of Dallas; potential future costs to the city are estimated at $932.00.
