Body
BACKGROUND
On January 28, 2004, the City Council established the Dallas Housing Acquisition and Development Corporation (DHADC) as its land bank for the purpose of acquiring, holding, and conveying unimproved real property under Subtitle A, Title 12, Local Government Code, Chapter 379C Urban Land Bank Demonstration Program by Resolution No. 04-0458. Since its establishment as the land bank, DHADC has served as a vital mechanism for facilitating the strategic acquisition and disposition of land to support housing affordability across Dallas. It acquires tax-foreclosed, vacant, and underutilized parcels and returns them to productive use by selling them to qualified participating developers for affordable housing and community revitalization.
Beginning in fiscal year 2027, City support of DHADC operations will be transferred back to the Office of Housing and Community Empowerment (OHCE), from being overseen by the Department of Facilities and Real Estate Management for a year, whose mission is to enhance quality of life for all Dallas residents by coordinating housing, social and human services to reduce homelessness, expand affordable housing, and promote opportunity through collaborative, data-informed strategies. As part of this transition, DHADC aims to expand its impact by increasing land activation efforts in partnership with developers, with a goal of delivering at least 100 housing units annually.
In September of 2026, City of Dallas’ DHADC announced a private-public partnership between OHCE, CFT, and DHADC. This partnership is designed to significantly expand housing opportunities across Dallas through philanthropic support and strategic collaboration. The public-private partnership is made possible through CFT’s fundraising efforts and role as the sole donor of a one-time lump-sum contribution, to support the staffing and operations of DHADC. CFT has raised an additional $200,000.00 to hire a consultant to work in partnership with DHADC to develop a 5-year strategic implementation plan. The partnership will modernize and strengthen the City’s land bank operations, an essential tool for increasing housing supply and housing access. Together, the $200,000.00 contribution for DHADC staffing and operations, and the $200,000.00 to be used by CFT to hire a consultant for planning purposes, will be instrumental in creating new opportunities to advance the City’s affordable housing projects.
