Title
Authorize the (1) acceptance of a grant from the United States Environmental Protection Agency through the Texas Commission on Environmental Quality (TCEQ) for the City of Dallas PM2.5 contract (Federal Grant No. PM-03F00201, TCEQ Contract No. 582-27-00029, Assistance Listing No. 66.034) in the amount of $203,085.72 to operate and maintain the air quality monitoring of Particulate Matter (PM) 2.5 network and a continuous air monitoring station in Rockwall County for the period September 1, 2026 through August 31, 2028; (2) establishment of appropriations in an amount not to exceed $203,085.72 in the TCEQ 26-28 Dallas PM 2.5 Air Monitoring Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $203,085.72 in the TCEQ 26-28 Dallas PM 2.5 Air Monitoring Grant Fund; and (4) execution of the grant agreement with the TCEQ and all terms, conditions, and documents required by the agreement - Not to exceed $203,085.72 - Financing: TCEQ 26-28 Dallas PM 2.5 Air Monitoring Grant Fund

BACKGROUND
Since 1967, the City of Dallas has worked with TCEQ and its predecessor agencies to support clean air monitoring through renewing contracts for services. Currently, there are two contracts under which TCEQ funds the City’s Ambient Air Monitoring Group to monitor local air quality and purchase and maintain necessary equipment.
This action addresses Contract No. 582-27-00029 City of Dallas PM2.5.
The City of Dallas Office of Environmental Quality & Sustainability has operated and maintained air monitoring stations in Dallas County and a Continuous Air Monitoring Station (CAMS) site in Rockwall County that monitors ozone and meteorological conditions. Data gathered pursuant to this grant is used by Environmental Protection Agency and TCEQ to ensure the public has access to clean air by comparing data and implementation of the National Ambient Air Quality Standards (NAAQS), to provide the public with timely reports and forecasts of the Air Quality Index, and to provide information to health and atmospheric scientists to better inform future reviews of the NAAQS. In 2006, TCEQ requested that the City of Dallas operate the Rockwall County CAMS site as a part of the Dallas/Fort Worth Regional Ambient Air Monitoring Network, and the City has operated the CAMS site since that time.
Authorization of this contract will allow the City to accept TCEQ Funds and enable the City to continue the City of Dallas PM2.5 Ambient Air Monitoring Program. TCEQ reimburses the City of Dallas 100 percent of the allowable costs for this program.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
The Environmental Commission was briefed on the “City of Dallas Regulated Air Quality Programs” on February 11, 2022.
The Environment & Sustainability Committee was briefed on the “Regulatory Air Quality Program” and “Non-Regulatory Air Quality Programs” on March 7, 2022.
On August 10, 2022, the City Council authorized Contract No. 582-23-40028 with the Texas Commission on Environmental Quality to accept federal grant funds to conduct the Rockwall/PM2.5 Ambient Air Monitoring Program for the period September 1, 2022, through August 31, 2023, by Resolution No. 22-1110.
On August 9, 2023, the City Council authorized Contract No. 582-23-40028 Amendment No. 1 with the Texas Commission on Environmental Quality to accept federal grant funds to conduct the Rockwall/PM2.5 Ambient Air Monitoring Program for the period September 1, 2023, through August 31, 2024, by Resolution No. 23-1056.
On August 14, 2024, the City Council authorized Contract No. 582-23-40028 Amendment No. 2 with the Texas Commission on Environmental Quality to accept federal grant funds to conduct the Rockwall/PM2.5 Ambient Air Monitoring Program for the period September 1, 2024 through August 31, 2025, by Resolution No. 24-1093.
On August 27, 2025, the City Council authorized the third amendment to Contract No. 582-23-40028 to accept additional federal grant funds to conduct the Rockwall/PM2.5 Ambient Air Monitoring Program for the period September 1, 2025, through August 31, 2026, with federal grant funds in an amount not to exceed $101,542.86, by Resolution No. 25-1327.
